The OSCE Parliamentary Assembly's Special Representative for South-Eastern Europe, Claude Haagen, has reacted to recent developments in Albania, emphasizing the importance of maintaining order, respecting fundamental freedoms and avoiding escalation of the situation.
In his statement, Haagen underlines that the right to peaceful assembly and the freedom of citizens to express their views are fundamental pillars of a democratic society. At the same time, he emphasizes that the protection of human life and public and private property constitutes a fundamental responsibility of law enforcement authorities.
"I am deeply concerned about the recent developments accompanying the protests in Albania," Haagen said, calling for accountability and respect for democratic principles by all parties.
The OSCE representative emphasizes that violence cannot replace dialogue and has no place in a democratic society.
According to him, any act of violence committed by individuals participating in protests, as well as any excessive use of force by law enforcement authorities, must be investigated and dealt with in accordance with Albanian legislation and international human rights standards.
Haagen calls on institutions and political actors to act responsibly, unequivocally condemn the violence, and take immediate steps to reduce tensions.
Another issue focused on by the OSCE representative is the safety of journalists and guaranteeing media freedom when reporting on protests.
Haagen underlines that journalists must be able to report freely and safely on public events, without facing intimidation, harassment or unjustified obstacles.
"A free and independent media is essential for transparency, accountability and informed public debate, especially during periods of political tension," he emphasizes.
According to him, the authorities must guarantee that journalists can carry out their work without pressure and interference, while respecting citizens' right to peaceful assembly.
At the end of the statement, Haagen addresses the government, the opposition, civil society organizations, students and citizens, inviting them to engage in a constructive dialogue to find solutions in the interest of all Albanians.
He emphasizes that the rule of law, respect for fundamental freedoms, and dialogue must prevail over clashes.
