Klodian Braho/ Dritan Prençi

Dritan Prençi has shown in other files that he knows how to request "prison arrest", even when there is a lack of evidence. But in the Belinda Balluku file, the more the investigation gets complicated, the greater the question becomes of who has "tied the hands" of the SPAK prosecutor.

Prençi was the prosecutor in the Fier incinerator case, where the Vice President of the Albanian Football Association, Arben Dervishaj, was immediately arrested and spent about eight months in detention. SPAK requested the arrest, while Prençi continued to defend the accusation even after Dervishaj was found not guilty in the First Instance.

In the Balluku file, meanwhile, another football figure, this time Igli Tare, has been taken under investigation for money laundering, as SPAK suspects that it was used to hide the real ownership of a villa that the prosecution attributes to Balluku. But no arrest order has been issued against him publicly. Businessman Pandeli Carapuli has also been taken under investigation for money laundering in connection with the Dhërmi villa, but again without an arrest order.

But the two standards continue even within the Balluku file itself. The clearest case is that of Evis Berberi, who has been in prison since March 2024, and Prençi has requested a severe sentence for him for corruption, tenders and money laundering. In the same ARRSH file, for Erald Elezin and Gentian Gjylin, prosecutor Prençi has requested much lower sentences, while their house arrest measures were relaxed.

Ergys Verdho is also already a defendant in another SPAK proceeding for "abuse of office", while in the Balluku file he has been summoned several times to give explanations. He is also not under arrest and has so far been amnestied by Dritan Prençi.

But one of the most significant cases is Viola Haxhiademi, the former Secretary General of the Ministry of Infrastructure. The BKH seized her phone and the examination revealed frightening corruption communications, but again the prosecutor Dritan Prençi has shown himself lenient, not imposing any security measures for the former number 2 of the Ministry of Energy and Industry.

And the icing on the cake is Belinda Balluku herself.

SPAK officially says that she is a defendant for violating equality in tenders and that there are also suspicions of passive corruption and money laundering against her. The prosecution has also seized a villa that it considers to be her indirect ownership and a suspected product of corruption.

Dritan Prençi once requested the lifting of immunity for Belinda Balluku. On December 16, 2025, SPAK addressed the Assembly for authorization to deprive her of her freedom. The Assembly did not grant the authorization.

But since then the case has worsened. Suspicions of corruption and money laundering have increased, assets have been seized and other people have been taken into investigation. Let's add to this the fact that Balluku has put pressure on one of the main witnesses, Mirzeta Kashnica, and controls the entire Ministry of Energy and Industry, with her people.

So why isn't there a new request? This is the question that Dritan Prençi must answer.

Why does SPAK seek prison in other files when it sees procedural risk, while in a case where the prosecution itself talks about rigged tenders, corruption, money laundering, hidden assets and even pressure on witnesses, the central figure of the investigation continues outside the cell?

There is no evidence that Prençi made an agreement with Balluk to amnesty him, but when this prosecutor has acted with extraordinary haste to arrest businessmen and journalists, through word of mouth and rumors, in the case of Belinda Balluk, he is taking it easy, so easy that rumors are circulating that he will amnesty her by bringing her to trial without security measures.
