The Kosovo-Serbia dialogue did not have concrete results even in 2022. The successive crises and tensions between Kosovo and Serbia deepened the polarization between the parties even more, despite the fact that during the past year the Franco-German plan for the dialogue also came to light.
Even the peak of tensions reached in December, where for three weeks the roads in the four northern municipalities were blocked by barricades set up by illegal structures and local Serbs there. With only two high-level meetings, between Prime Minister Albin Kurti and Serbian President Aleksandar Vučić, the final agreement was far from reach even last year.
However, during 2022, Kosovo managed to impose reciprocity on Serbia in terms of placing stickers on license plates and also on identity cards, where they forced Serbia to remove additional documents for Kosovar citizens who entered its territory. Meanwhile, it got stuck in the removal of illegal Serbian license plates in the territory of Kosovo.
In the ruling party, they say that the dialogue with Serbia has been completely reconceptualized under the leadership of Prime Minister Albin Kurti. However, the opposition parties, who accuse Kurti of having degraded the dialogue by talking about technical issues and aspects related to internal issues of Kosovo, see it differently. On the other side, from the civil society, they say that the only positive thing in the dialogue during 2022 was the Franco-German plan for the Kosovo-Serbia dialogue, for which they emphasize that in 2023, there may be positive developments.
The deputy of the Vetëvendosje Movement, Adnan Rrustemi, tells KosovaPress that the Government of Kosovo has placed on the mediation table the need for genuine political dialogue for the final agreement with mutual recognition.
He says that the expectations for the dialogue in 2023 are high, taking into account its timing based on the Franco-German plan.
"The dialogue has been completely reconceptualized. It has been achieved by the Government of Kosovo to argue and place on the table of mediators the need for a genuine political dialogue for the final agreement with mutual recognition. Even in the last actions, this has been intensified even more, being postponed even until the spring of next year at the latest to have an agreement. Kosovo is committed and constructive, but of course the agreement requires two parties and we cannot talk about Serbia.
International pressure should be increased on Serbia, on the one hand, to sever the connection it has with Russia and China, which is serving as a tool for Russia to destabilize the region through the destabilization of the north, and on the other hand, of course, to reach an agreement final with mutual recognition. Full normalization between the two countries cannot happen without mutual recognition. If we talk about normalization, also in terms of international values, then there should be mutual recognition and in this way good neighborly relations can be built", he says.
However, the deputy of PDK, Ariana Musliu-Shoshi, says for KosovaPress, that Kosovo is developing a dialogue with Serbia without principles and not defined in time.
"Today we see a dialogue which is not defined in time and which has no principle. But what is even more painful is that we do not see that we have a final epilogue. So it is an ad-hoc dialogue, which has no plan and strategy and we do not see any concrete results... We had a dialogue that dealt with technical issues related to the territory of the Republic of Kosovo, not the normalization of relations between two countries. But there were agreements that were discussed about license plates, which are a completely internal country and not a decision that is discussed neither with Brussels nor with Serbia", she declares.
The LDK MP, Rrezarta Krasniqi, also addresses criticism of the issue of dialogue with Prime Minister Kurti.
"Until now, it has been a technical dialogue and there has been no progress at all, but I can say that there has only been regression. We are also seeing the situation in the northern part, where a government that is full of its mouth has sovereignty and integrity, but there integrity and sovereignty have been violated... As an opposition party, we support the prime minister in all integration topics, also for dialogue so that there is a dialogue final with mutual recognition, preserving constitutionality, integrity and sovereignty, but we still don't see it happening. I don't expect the dialogue to end from this government, as we have gone backwards with the issue of this process", the opposition MP underlines.
On the other hand, the monitor of the dialogue process from the Group for Legal and Political Studies, Arbër Fetahu, says that the dialogue during 2022 has been characterized by constant stagnation and crises.
The only positive thing he sees is the Franco-German dialogue plan, which the parties have not yet been actively involved in discussing.
"Dialogue during 2022 has been characterized by temporary stagnation and crisis. There was a pronounced crisis for license plates that started in 2021 but will continue in 2022. We also had a crisis with documents and recently with barricades. It was a process which was caused by crisis and crisis management even at the negotiating table. However, there are some aspects where it has been successful and achieved. Especially on the part of Kosovo, the installation of stickers for license plates was successful, which established reciprocity, as well as reaching an agreement to enter Kosovo and Serbia only with an identity card, which had not happened before and this is a reciprocity with Serbia .
I believe that the biggest shock in the dialogue, both in the positive and negative aspects, happened with the dynamism of the process through the actualization of the problems that happened in the north and the activation of the dialogue through the EU plan, the so-called Franco-German plan that creates a new momentum. Create a new momentum in the involvement of international partners, Germany, France, the European Union and the United States of America. They were told a kind of deadline by the EU to discuss the final agreement during 2023, this was the biggest progress in the dialogue", he declares.
The only two meetings between Kurti and Vucic in Brussels were in August and November of 2022. The first did not produce anything concrete, except for the presentation of Kosovo's position for reaching the final agreement. Meanwhile, the second meeting in November was more tense, where during the four hours of negotiations, an attempt was made to find a solution for the decision on the issue of illegal license plates, but to no avail. However, as a result of this meeting, the two chief negotiators reached an agreement, where Kosovo postponed the decision on illegal license plates to pave the way for discussions on the Franco-German dialogue plan.
Despite this, the situation in the north of the country became tense at the end of 2022, where the local Serbs there resigned from the institutions. This paved the way for the organization of new elections there, where criminal groups opposed and attacked the offices of the CEC. As a consequence of this, the president postponed the elections until April 30, 2023, despite this, the Serbs there revolted again, after the arrest of a former Kosovo police officer by the Serb community for a terrorist attack on the Kosovo Police and the offices of the CEC. of.
On December 10, 2022, they blocked the roads in the four northern municipalities, as a result freedom of movement was hindered there and the two border points in Jarinje and Bërnjak were also closed.
