The Prime Minister of Kosovo, Albin Kurti, said that it is difficult to proceed with the establishment of the Association of municipalities with a Serbian majority, while Serbia is not accepting to sign the agreement.

Kurti said in an interview for the American newspaper, "Bloomberg" that Serbia has violated the agreement reached a year ago and the implementation annex agreed in Ohrid in March of last year.

"So it's very difficult for me to proceed further when they don't sign the agreement, they don't respect it and in the end they send a letter saying they don't respect it anymore," he said.

The agreement is considered legally binding by the international community, which sees the establishment of the Association as an urgent matter.

The US Ambassador to Kosovo said a week ago that the Government of Kosovo should accept the draft statute proposed by the EU and thus pave the way for its submission to the Constitutional Court.

"We believe that this government should approve, somehow, the draft statute offered and send it to the Constitutional Court in a way that the Court agrees gives it jurisdiction, so the Court can then carry out a review of its constitutionality, which it is an important step in this process", said Hovenier.
