United States President Joe Biden told Prime Minister Benjamin Netanyahu on Sunday that Israel should not begin implementing a military operation in Rafah without a plan to ensure the safety of the roughly 1 million people sheltering there, the White House said.

President Biden's phone call with Prime Minister Netanyahu took place days after the American leader told reporters that Israel's intervention in the Gaza Strip was "excessive."

The White House said the phone call also focused on ongoing efforts to secure the release of hostages taken by the Hamas group during the Oct. 7 attack on Israel.

Aid agencies say an intervention in Rafah would be disastrous.
