Germany is returning as the dominant military superpower in Europe

General Carsten Breuer, the head of the German armed forces, is leading a rapid and historic transformation of Germany's military, with the aim of turning the country into the largest conventional military power in Europe. He warns that Russia, through a rapid increase in military capabilities, recruitment and investment in weapons, could be able to wage a major conflict against NATO by 2029. According to Breuer (perhaps the most powerful military man in Europe), the current situation is among the most dangerous that Europe has seen in decades, so preparation must be urgent and thorough.

Under Breuer, Germany is significantly increasing its defense budget, which is expected to reach over 160 billion euros in the coming years, and is also expanding the number of active and reserve troops. The goal is a larger, better equipped army that is better prepared for direct conflict. In parallel, Berlin is trying to reduce its dependence on American weapons and technology, investing in domestic military production and pursuing a “buy ‘German’ whenever possible” policy. Particular focus is being given to modern technologies such as drones, reconnaissance systems and high-precision strikes.

The change represents a profound historical shift for Germany. For decades after World War II, the country had limited the role of the military as part of an effort to avoid a return to its militaristic past. But the war in Ukraine and growing uncertainty about the US commitment to European security have changed that approach. The German parliament has even changed fiscal rules to allow debt to increase to finance defense, a step considered a “cultural revolution” for a country traditionally very conservative in finances.

On the ground, this change is visible. Germany has established a permanent military presence in places like Lithuania, near the border with Russia and Belarus, for the first time since World War II. German forces are training for real-life war scenarios in a region that has historically been a corridor of invasions and major European conflicts. This presence is seen by Eastern European countries as a security guarantee, while Germany itself is constantly trying to emphasize that it operates within the framework of NATO and the European Union, not as an independent dominant power.

However, even as Germany is taking on an increasingly important role, experts stress that no European country can replace the US in terms of military power. Trust in the US has weakened significantly, especially during the presidency of Donald Trump, prompting Europe to think about more “operational independence”. This means that European countries should be able to defend themselves even without direct American support, but such a goal requires time, investment and close cooperation.

In this context, Germany is positioning itself as the main pillar of European security, taking on a role that would once have been viewed with suspicion by its neighbors. Today, unlike in the past, this increase in military power is seen as necessary and even welcome. Europe seems to be entering a new era, where preparing for war is considered the only way to guarantee peace. (BBC)
