Years of arrests and confiscations have weakened the Sicilian mafia, as the recent Palermo Anti-Mafia operation showed.
In one of the telephone conversations that led the Palermo carabinieri to arrest 181 people accused of mafia organization, the boss of the "Brancaccio" neighborhood, Giancarlo Romano, killed a year ago at the age of 37, is heard admitting that the level of mafiosi is now low.
“Today they arrest someone and he repents; they arrest another… misery, low level, what are we talking about?” he says. It is no coincidence that the police shared that very conversation among the thousands of wiretaps in recent years.
The investigators' objective was to show that the work done by the anti-mafia prosecution has exhausted "Cosa Nostra", the Sicilian mafia, which is already in decline. Even before the arrests on Tuesday of this week, the Sicilian mafia had never been so weak.
Over the past 20 years, law enforcement has arrested over five thousand people accused of being part of the organization at various levels, seized tons of illegal drugs, and dismantled trafficking and extortion systems.
It does not mean that the Italian mafia has disappeared or is harmless, indeed the arrests show that efforts to rebuild the "Cosa Nostra" are ongoing, but today's organizational structure has nothing to do with that of the dominance of the Corleonese (the name of one of the mafia families and the village where it is located in Sicily) of Totò Riina. The business and the perspectives have already changed.
Investigations have confirmed that there is no longer a top-down structure – known as the Cupola – with a leader commanding all the gangs on the island. Until early 1993 there was more than one mafia commission, the “Cupole”.
Each provincial commission represented different gangs, the name given to organized mafia groups in different provinces. The Palermo provincial commission was the most important: the heads of all the families were part of it.
District leaders are the elected representatives of the three families operating in the bordering areas that make up the district.
In fact, all the commissions met to ratify the decisions already made by the Corleones, who, with the mafia war of the early 1980s, had eliminated rival gangs.
Totò Riina and the Corleoneses dominated the Palermo provincial commission and had placed representatives loyal to them at the head of other provincial commissions.
Although the clans were equipped with a highly advanced encrypted technological system, in the end the communication network was discovered, because two mafiosi – Mimmo Lapadula and Ivan Boracchia – began copying all the contacts and reading them out loud.
In this way, the investigators who were tapping on another smartphone managed to identify all the collaborators: a level of attention very different from the so-called "pizzini", that is, paper tickets or slips used to communicate by Bernardo Provenzano.
