When President-elect Donald Trump takes office for a second term in January, two of his most influential supporters will have a new portfolio designed to cut government spending and improve its effectiveness.
The Department of Government Efficiency, which despite its name is likely to be an advisory body rather than a federal department, will be co-chaired by Tesla and SpaceX founder Elon Musk and former Republican presidential candidate , businessman Vivek Ramaswamy.
The name of the initiative, known by the acronym DOGE, seems to be a product of the sense of humor of Mr. Musk, the richest man in the world. He has long had an interest in a cryptocurrency known as Dogecoin.
Co-Chairs Musk and Ramaswamy have set July 4, 2026 – the 250th anniversary of the signing of the United States Declaration of Independence – as the deadline for completing their work, which is expected to span all aspects of the federal government, to cut spending and eliminate bureaucracy.
Big promises
In the statement announcing the creation of the DOGE initiative, Mr. Trump said it would "pave the way for his administration to eliminate government bureaucracy and excessive regulations, cut unnecessary spending and restructure federal agencies."
Mr. Musk has publicly speculated that there is a possibility of identifying about $2 trillion in the federal budget that could be cut. That would account for nearly a third of the $6.1 trillion the federal government spent in fiscal year 2023, and it cannot be accomplished without drastic reductions in government services and programs.
Mr. Ramaswamy has hinted that it is precisely such cuts that he and Mr. Musk will suggest. In an interview on Fox News on Sunday, he was asked if they intend to shut down entire government departments. He replied:
"We foresee massive reductions. We anticipate that some agencies will close completely. We expect massive layoffs as the federal government is bloated. We expect massive layoffs among federal contractors and others who are abusing federal government funds.”
"I think people are going to be surprised at how quickly we're going to move on some of these changes."
Precedent of the time of President Reagan
Organizations that support more rigorous oversight of federal spending expressed cautious optimism about the creation of the new department.
A final category of budget expenditures is that which pays the interest of the federal debt, which falls in a makeup area, between the expenditures that are obliged to be paid and the budget that is approved annually for the federal departments.
While the government could theoretically choose not to pay interest on its debt, such a decision could have disastrous consequences for the US and global economy. Interest payments on the debt were $659 billion in 2023.
An ambiguous structure
It remains unclear how DOGE will be structured. If established through an executive order, this body may have to be subject to the Federal Advisory Commissions Act. It provides for certain steps to be taken to ensure transparency and has rules on conflicts of interest. The latter could be problematic for Mr. Musk, whose various companies have contracts worth billions of dollars with the federal government. However, if DOGE is set up as a completely private organization, whose leaders' words simply carry weight before the president, the rules would not apply to it./ VOA
