The news of a new lobbying contract with staggering amounts of money has exploded in Washington. 

This scandal involves an Albanian businessman publicly denounced by the opposition for close ties to Prime Minister Edi Rama and a powerful lobbying company.

According to documents published by Albanian-American activist Evi Kokalari, the Albanian company  Balkan Energy SHA , linked to businessman Skënder Sulaj , has contracted the American company Ballard Partners for lobbying services in the United States.

The documents published by Kokalari also present Ballard Partners' financial reports for two entities named Balkan Energy: Balkan Energy DMCC and Balkan Energy SHA.

For Balkan Energy DMCC, the reports for 2025 include the amounts of $80,000, $230,000 and $650,000, as well as reports of $750,000 for the fourth quarter.

The register also shows a completion report filed in April 2026, with the same value of $750,000.

Evi Kokalari's reaction: 

Who is the Balkan Energy company, owned by Skënder Sulaj, that paid $2,700,000 for lobbying in the US?

They have contracted Ballard Partners, where Susie Wiles previously worked, while Ballard's owner has had considerable influence in the White House.

The lobbying contract and payments were made from April 2025 to July 2026.

$2,700,000 is a fairly significant amount, so I ask, and it strikes me: what kind of lobbying are these people doing in the US?
