In December 2024, VoxNews denounced the tender of the Albanian Development Fund, led by Dritan Agolli, to fill the sea in Durrës with sand. The ADF project was an “aid” for the “EMAAR” firm of Mohamed Alabbar, a company that is building a large complex of buildings, hotels, restaurants and apartments in the state territory of the Port of Durrës. The allocated fund was a full 6 million euros, as our editorial team analyzed the accompanying documents, which shows that the Alabbar area was also included.

In recent days, the Albanian Development Fund has announced the winner of this tender, where the winner has been the company "Vëllezërit Hysa", which has defeated with a "photofinish" the firm "Fusha", so much favored in other procedures by Agolli himself. But, since the offer of "Vëllezërit ..." was lower, and the managers of the firm "Fusha" were recently accused, Agolli has played defensively, not wanting to be talked about in these times.

According to documents available to VoxNews, the Albanian Development Fund finalized the much-discussed tender for filling the Durrës coast with sand on February 12, 2025. The winner was the company "Vëllezërit Hysa", which offered 365 million lekë. The second place went to the company "Fusha" with a bid of 457 million lekë.

The object of the tender was “intervention for urban regeneration, marine protection in the coastal area”. The reprofiling and sand filling of the coastline from Dajlan Bridge to the Cavalry Building, Durrës is required. The duration of the contract is 12 months.

In December 2024, VoxNews denounced the procedure opened by the Albanian Development Fund.

"For some time now, the construction of apartments, restaurants, bars and hotels has begun in the territory of the Port of Durrës, where the Albanian government has negotiated with the firm from the United Arab Emirates to donate the entire plot. The project clearly shows that the entire territory of the Port of Durrës, where the 'Durrës Yacht & Marina' is being built, will be filled with sand and beaches will be created. Meanwhile, in parallel with these constructions, the Albanian Development Fund has opened a tender worth 6 million euros to fill a part of the coast in Durrës with sand. There are suspicions that the project is an 'aid' that the head of this institution, the much-discussed Dritan Agolli, is giving to Alabbar ," our editorial team wrote.

But what is planned to be done in that area?!

VoxNews reviewed the accompanying documents, which state that the Durrës coast south of the Port and up to the end of the new promenade at the Cavalry building.

"In the area of ​​the Port of Durres, an investment known as Durres Yacht Marina is being developed, which also aims to create a new coastal area. Near this investment, the sandy area of ​​the seashore is very reduced and has a width of 15 to 20 meters," these documents state. So, it is quite clear that the investment is a "support" for the Alabbar project!

The Development Fund writes in documents that it aims to give the area a new look.

"The objective of this report is to describe the complete rehabilitation of a strip extending approximately 3,168 meters along the area that will be achieved through works that will be carried out through artificial beach replenishment," says the Fund.

But where will the new project be located?

Agolli writes in the accompanying documents that "the structure presented by the 'Durres Yacht Marina' project is taken from the project ideas realized in the first phases of the development of this project". These areas are divided into 3 parts, the first from the border of the Port of Durres to the new pier, the second from the pier to the "Hawai Beach Bar". And the third area to the end of the new promenade near Kavalishënë.
