The much-discussed tender for the promotion of municipalities, with lunches and dinners, has been suddenly withdrawn by the Public Procurement Commission. The procedure was opened by the Centralized Purchasing Operator, which, after being denounced by VoxNews, canceled the procedure.

One of the firms that participated and had the highest bid appealed to the KPP. And, since the head of the KPP is at the end of his term, Myzyri has signed the winner of the procedure, which is more propaganda than a work for the benefit of the municipalities.

According to documents available to VoxNews , the Centralized Purchasing Operator has announced the winner of the tender "services, promotional materials for the Agency for the Support of Local Self-Government", with a fund limit of 16,145,866 lek.

"Through this form, we inform you that, in this procedure/lot, FILARA with a value of 12,270,860 lek excluding VAT. KRISTALINA.KH with a value of 0 (zero) lek excluding VAT. OPTIMA COMMUNICATION with a value of 16,009,000" these documents state.

One of these firms, FILARA, which offered the lowest bid, was disqualified. According to the documents, this firm was disqualified because it did not have a professional certificate for a videographer. “The certificates for 2 videographers, the certificates for 1 audio technician and the certificate for 1 graphic designer, were issued by the entity 'Filara Education', which is neither licensed nor accredited to issue these certificates,” the documents state.

The Centralized Purchasing Operator's tender for video and lunch-dinner meetings, worth 164 thousand euros before the elections for the promotion of municipalities, was appealed to the Public Procurement Commission. The appellant was the company OPTIMA, which won the battle in this institution.

The Head of the Commission, Jonaid Myzyri, has signed to accept the request, despite the fact that the procedure had been canceled earlier. In this way, the winner was also announced, which resulted in the highest offer. In fact, the decision-making of the Public Procurement Commission is known in many cases, where firms do not "compete" in the APP but intervene in the "appeal" and win the competitions. A scheme that has been done by several firms, such as Alko Impex or even the REJ firm.

In November 2024, VoxNews reported on this procedure, which had a fund of 164 thousand euros. The agency required a variety of services, including 5 presentation videos, to promote the activities carried out by the Agency for the Support of Local Self-Government, highlighting the institution's assistance and support to municipalities.

5 animated videos were required, adapted for publication on social networks. Short videos that convey complex ideas in a short time, communicating the Agency's objectives, achievements, innovations and announcements. These videos should be 1-2 minutes long.

They are looking for a company to organize their meetings. An organizer is needed for 10 meetings of the Consultative Council, with 6 meetings in Tirana and 4 meetings in other cities within a distance of 20-80 km and 2 meetings in other cities within a distance of 81-280 km from Tirana.

A hall reservation is required for 1/2 day, with a capacity of 60 - 80 people. The list continued with the request for the transportation of 30 people outside Tirana at a distance of 150-200 km away. "Hotel accommodation for 40 people, 2 days stay and 1 night sleep. Food for participants for 4 meals (lunch, dinner, breakfast, lunch). Hall reservation for 2 days", says one of the requests.

The procedure was canceled in January 2025, as the Centralized Purchasing Operator issued another announcement, this time stating that "the procedure will be canceled." Officially, it is written that there were no interested firms. However, the PPC reinstated the procedure, declaring the highest bid the winner.
