In October 2021, Klevis Jahaj was appointed director of the National Water Supply and Sewerage Agency, an institution directly reporting to Deputy Prime Minister Belinda Balluku. After taking office, Jahaj and Balluku undertook the so-called "water reform", merging the district water supply directorates to concentrate them in the center. This with a dual purpose; investments and appointments will be made by "order from the top".

So far, Jahaj and Balluku have managed to take over 11 major directorates, while only the Tirana Water Supply Company has resisted. However, with the attacks on Veliaj, even this directorate will not resist for long. However, during this time hundreds of millions of euros have been procured, with Balluku's "petaled" director signing the winners of the procedures every month.

VoxNews has conducted a few weeks of observation, which shows that Jahaj has rewarded oligarchs and strategic investors, "excluding" ordinary citizens from these investments. Now, was the water reform done for the rich, or for ordinary citizens? On the one hand, almost all water bills in districts and in Tirana have increased, these with dubious decisions of municipal councils. Meanwhile, on the other hand, AKUM has made several tenders to bring drinking water to tourist villages, where the winners are surprisingly the companies that built these villages!

According to his CV, Jahaj graduated from the Faculty of Economics at the University of Tirana, Finance Department. In October 2021, Mr. Jahaj was appointed to head the National Water Supply and Sewerage Agency, an institution under the Ministry of Infrastructure and Energy.

Meanwhile, VoxNews reviewed documents from the National Business Center, which show that Jahaj, before becoming director of AKUM, was engaged in consultancy and economic studies. However, after becoming director, he no longer needs these consultancies, as the companies he consulted are now declared winners in AKUM's zero-sum tenders.

This money was being thrown into the framework of the much-debated water reform, where the Minister of Infrastructure and Energy would declare in 2022 that all directorates would be subordinated to AKUM, meaning full control of the district directorates, which tender hundreds of millions of euros per year. So, if Balluku and her directors control water, electricity, roads, mines, public properties, what is left for the others?

VoxNews hulumtoi tenderët e AKUM-it, duke filluar nga muaji nëntor 2024 e në vijim. Për tre muaj, Jahaj ka akorduar miliona dollarë për të çuar ujë në disa fshatra, teksa synimi i tij ka qenë për Investitorët Strategjikë dhe tenderë ti fitojnë oligarkët.

Në datën 4 nëntor 2024, AKUM lidhi kontratën për tenderin e Ujësjellësit të fshatrave Drenovë, Belishovë, Belistan dhe Visokë, në Bashkinë Mallakastër. Fituesi ka 12 muaj kohë që të ndërtojë këtë vepër, teksa vlera e kontratës me TVSh ishte rreth 422 milionë lekë, ose rreth 4.3 milionë euro. Fitues doli firma “SENKA”.

Sipas dokumenteve që hulumtoi VoxNews, drejtori Klevis Jahaj tenderoi në muajin nëntor 2024 një shumë prej 2 milionë eurosh për rikonstruksionin e Ujësjellësit të Gjirit të Lalzit. Tenderi ishte me objekt “rikonstruksion në rrjetin ekzistues të Ujësjellësit në Zonën e Gjirit të Lalëzit”, teksa synimi ka qenë për të çuar ujë në fshatrat turistikë. Vlera e tenderit ishte 223 milionë lekë me TVSH, ose rreth 2.2 milionë euro. Fitues i procedurës doli kompania “KUPA” sh.p.k.

Bregas”. Dokumentet parashikonin që ndërtimi të bëhej për 12 muaj, teksa firma fituese do t’a bëjë për vetëm 4 muaj. Fituese e kësaj procedure është bashkimi i operatorëve ekonomikë “NG STRUCTURES” dhe “G.P.G. COMPANY”.

Ndërkohë, një tjetër procedurë e majme është finalizuar në fund të vitit 2024. Bëhet fjalë për tenderin me objekt “ndërtim i linjës së jashtme të furnizimit me ujë me vetërrjedhje për Ujësjellësin Dropull + Lidhja e Burimit të Manxifes + Depo për fshatin Grapsh dhe Dervician”. Tenderi ka një vlerë rreth 5 milionë euro, teksa fitues i procedurës është shoqëria “BE - IS”. Një vlerë shumë e lartë për një Ujësjellës të disa fshatrave, aq më tepër që s’dihet ende nëse do të kenë apo jo 24 orë ujë. Disa procedura kanë dështuar, teksa është premtuar 24 orë ujë por aq 2 apo 3 orë shkon.

Sipas dokumenteve që verifikoi redaksia jonë, AKUM-i ka shpallur fituesin dhe ka lidhur kontratën me firmës fituese të tenderit të ndërtimit të Ujësjellësii në Çukë dhe Bërdënesh, Bashkia e Sarandës. Ndërtimi i kësaj vepre do të bëhet për 73 javë, teksa fitues ka dalë BOE shoqëra “ERGI” dhe “ISEC”. Po me shpejtësi dhe në muajin dhjetor 2024, u shpall fituesi i tenderit për ndërtimin e Ujësjellësit në disa fshatra në Bashkinë e Vaut të Dejës. Mësohet se objekti i procedurës ka qenë “furnizim me ujë të pijshëm për fshatrat Pistull, Pacram dhe Spathar”, teksa afati i punimeve është për 8 muaj. Vlera e tenderit është 176 milionë lekë dhe fitues ka dalë kompania “JUBICA”. Fituesi u shpall në datën 24 dhjetor, ditën e Krishtlindjes.

Disa javë më parë, VoxNews publikoi investigimin me titull “Farsa 8 milionë euro për ujin e Strategjikëve, “Gjoka” fiton tenderin e paracaktuar?!”. Redaksia hulumtoi dokumentet e procedurës, ku rezultoi se tenderi i Agjencisë Kombëtare të Ujësjellës Kanalizimeve, për të çuar ujë te resortet e ngritura nga Investitorët Strategjikë, dyshohet se ishte paracaktuar. “E gjithë procedura ka qenë një farsë, pasi 8 milionë eurot ishin destinuar për të shkuar te firma ‘Gjoka’. AKUM-i ngriti një skemë, ku fillimisht studioj veprat e marrjes dhe vendosjen e tubacionit. Në dokumente shkruhet qartë se uji do të merret në Tragjas, Orikum, dhe më pas do dërgohej me stacione pompimi në Palasë, Dhërmi, Jalë, etj. Por, ‘rruga’ kalon nga Tuneli i Llogarasë dhe këtu i i gjithë tenderi bëhet nul. Tuneli i Llogarasë u ndërtua nga një konsorcium firmash, turke dhe shqiptare. Pala shqiptare kryesohej nga firma ‘Gjoka’.

Ndërkohë, në dokumentet e tenderit ishin vendosur klauzola për ‘punë të ngjashme’, teksa e vetmja firmë që ndërtoi tunelin që kishte punë të ngjashme për ujësjellësa ishte ‘Gjoka’. Një skemë e pastër, ku fituesi dihej nga të gjithë. Madje, edhe dokumentet e bëra nga AKUK-u vetëm sa i janë bashkëlidhur kësaj firme” shkruante VoxNews.

In January 2025, AKUM opened a tender to build sewage canals for businessman Alban Xhillari, in the Jala area where he was also declared a strategic investor. The procedure was denounced by VoxNews, as this was one of the most flagrant cases of the National Water Supply and Sewerage Agency, as a service was being provided to an oligarch with taxpayers' money.

Mr. Xhillari has several businesses in Jalë, initially with “Folie Marine” and then with entire tourist villages, where the beautiful hill of Jalë was given free of charge to the “Soleil & Sea” project, where villas, bars, restaurants and hotels are being built. A residential area, where it is thought that all projects will be done by the private sector, from roads, sewage and wastewater. But, not in this case, since AKUM has announced the winners of the design tender.

AKUK Director Klevis Jahaj, the one who went out alongside Balluk to small businesses to force them to build plants, has announced the winners of the tender with the object of "study and design of a wastewater treatment plant and the KUZ system, Jalë", with a fund limit of 22 million lek.

A few days ago, VoxNews published an investigation into how a company that was building a tourist village in Lalzi Bay won the tender from AKUM for the wastewater treatment of Lalzi Bay. Could it be a coincidence?

According to the documents, director Klevis Jahaj is suspected of significantly favoring the firm "Agi Kons", giving it the "victory" of the procedure "reconstruction of the existing KUZ network in the Lalëzit Bay Area", with a 12-month deadline. The procedure's limit fund was 316 million lek, made available from the State Budget.

VoxNews learned that the winning firm of this 3 million euro tender is building a resort in that area. "AGI KONS" is building the "Turquoise Marina Complex" complex in Lalzit Bay.
