Money has never been lacking for the Albanian Development Fund, which carries out large procedures week after week, even favoring certain firms, where until a year ago the company "Fusha" was at the top.

But, since SPAK is around and has initiated several investigations, both for the ADF itself and for the company, director Tan Agolli has come up with a new scheme. He has introduced scoring into the "game", evaluating firms based on performance and not value.

The master of tenders is now hidden behind bureaucratic procedures, where one firm values it more and another less, although there are differences in the awarded value.

Agolli is also focused on Tourism, as he knows this field well, as his son and wife have a firm and do balance sheets for companies that manage beaches or resorts. The Albanian Development Fund has opened several tenders for public works, while in the projects presented, most of these projects have a hotel, bar or restaurant inside.

It is known who then acquires these state properties, which, after being built with Albanian taxpayers' money, are then administered by companies with strong ties to the government.

Meanwhile, VoxNews has also learned about a ghost project in Tirana, initiated by Dritan Agolli of the Albanian Development Fund himself.

It is a tender, with a very considerable value, where the ADF intended to establish the Multifunctional Park in Tirana. The tender does not contain any information about where this park will be built, what it will contain and who it will serve. It only has the value, which is about 6 million euros.

The procedure was opened several times with insistence by Agolli, who did not provide details to the APP about what he intended to build. The procedure was opened in 2022, while the object of the contract was "investments for the transformation of public assets with development potential into models of the highest development standard". This is lot 1, "Multifunctional Park, Tirana".

No more data! Apart from the limit fund, 579,166,166 lekë, or converted into euros, about 6 million euros.

In the documents, the ADF writes that the procedure, which had been open for many years, was canceled "due to unforeseen and objective circumstances, the needs or solvency of the contracting authority or entity have changed."

Agolli provided information, writing that it was canceled because it was not possible to continue with the second phase of the procurement in time due to problems identified with the project as well as other factors related to technical assessments and developments for institutional needs.

Who made the project? Where would it be built, where would the park be, and who would be affected? Which institution would benefit?

The procedure seemed like another blow for Agolli's "favorites". Now with SPAK on its feet, none of his subordinates preferred to sign. But will that be enough or will he reopen it again?!
