4,646 square meters were taken without permission from the builder of the 26-story tower in the center of the capital called "Eyes of Tirana" and were transferred to the state with a notarial contract.
This is what Prime Minister Edi Rama announced today through a video stating that "this is only the first act of taking illegal square meter assets for the public interest, which will be followed by others until the last square meter".
The construction permit for this skyscraper was given by the National Council of the Territory (KKT), chaired by Prime Minister Edi Rama. The building is being built by Concord Investment shpk, owned by the three Dulaku brothers.
"Eyes of Tirana" was created as a result of an architecture competition in 2003, set up by the then Mayor of Tirana Edi Rama. The competition was won by the Danish studio Henning Larsen Architects.
On December 12, 2017, the National Council of the Territory approved according to the agenda 17 new decisions, among them the construction of "Eyes of Tirana".
"It has a total area of 55,444 m2, of which 2,421 m2 (on 4 levels) is a hotel area. Restaurant area 600 m2, office space for rent: 13,354 m2 (4 floors), area for apartments: 6,836 m2 (4 floors)" says the official website of Edil AL.
"Confiscation and the VKM that does not serve the homeless"
On September 7, the government started confiscations without publishing the VKM, which would later allow the acquisition of surfaces without permission and their transfer to the state.
In a previous analysis Citizens Channel showed how confiscation of buildings without permission does not serve the homeless, contrary to what the government had promised and this VKM foresees.
The Law "On Social Housing", adopted in 2018, provides in Article 19 that any private entity that applies for a construction permit with an area of more than 2000 m2, is obliged to transfer to the state 3% of the area for the social housing fund.
The implementation of this law has been unsuccessful in the Municipality of Tirana, where the vast majority of new constructions are being carried out. New constructions have been added during 2020 and 2021.
However, the Municipality of Tirana has taken over only two apartments on Kavaja street, with a space of 160 m2 and 67.38 m2 respectively, which are still under construction.
According to point 4 of VKM, confiscated constructions can be purchased by the builder or any subject authorized by him. According to experts, this VKM does nothing but favor the registration of constructions without permission.
"The towers and constructions in Tirana do not correspond to the number of the population"
The capital of Albania counts in 2022, according to INSTAT data, 919 thousand 511 inhabitants (Tirana district.)

Population estimates on January 1, 2022 show that only one region of the country recorded an increase, Tirana (+ 0.8%). The decline in population growth rates in the capital has been evident in the last two years, where the halving of the expansion also began.
The population of Tirana has grown on average by 16-17 thousand new residents per year from 2001 to 2015, but in 2017 and 2018 this increase was more visible according to INSTAT.
In 2017, Tirana grew with 19,380 new residents, and in 2019, this increase exceeded 21,000 people. In 2022 the population increased by 7321 inhabitants, while in 2018 the increase was 21,635 inhabitants, marking a decrease in the last year.
Population numbers do not correspond to the pace of construction in the capital. In a previous analysis, Citizens Channel showed that this increase in construction has its roots in the Tirana Municipality plan of 2016.
What has happened in Tirana is not the increase in density but the overloading of the city with constructions.
In 2011, the two main candidates for mayor, Edi Rama and Lulzim Basha, agreed that the old part of the city was built up enough and that Tirana should expand beyond its borders, the former yellow line. But this did not happen, as today there are constructions in Skënderbej square as well as in the lake area. / Citizens Channel
