Reconstruction tenders are fixed, FSHZH closes its eyes and calls them

The Albanian Development Fund has turned a blind eye to a deaf ear in the face of doubts about the definition of reconstruction tenders.

It is about 9 tenders in total, where according to documents made public 13 participating companies give identical offers at the limit fund limits.

In the tender for the completion of works in the reconstruction of the palace residential units in Lac, the limit fund made available by FSHZH is 1,228,249 lek. According to Euronews, 13 companies participated in the tender and all submitted the same offer of 1,013,851 leks.

However, FSHZH has completely treated this anomaly as normal and has not referred the case to either the Public Procurement Commission nor any investigative authority.

The fund has been awarded the bid by declaring the merger of two zenit & co companies with "Zetaconsultt" the winner. This union has received a 100-point rating in the race, while the other 12 companies are rated 98 points.

The same phenomenon is also observed in a tender with the same object for the dwellings within the reconstruction process in Manza. 13 companies participated here, most of them participating in the Laci tender.

But, unlike Laci's case, here 12 companies have given the fixed offer of 928,346 lek. This offer has also given the merger of zenit & co companies with "Zetaconsultt". The winner of this tender has been declared the company "Arena MK".

According to Euronews Albania there are also 7 other procurement procedures, where companies that have participated have given the same offers, and the tender has been divided for one of them, while in another procedure, the company that has emerged as winners in the first, with equal offer, has received fewer points.

This case with tenders in FSHZH is also a case of study for Albania. It is the first time 13 companies have given the same identical offer until the last penny and no thorn in their feet, neither they nor the contractor authority.

The companies are clearly coordinated in all these procedures, avoiding race and sharing with each other the sums of these tenders. However, the main responsibility falls on the Albanian Development Fund, which has not only failed to respond by cancelling the race and denouncing companies, in the face of irrefutable coordination facts, but has proclaimed successful tenders by becoming part of the oligopolis game of companies.

The Albanian Development Fund manages millions of euros in reconstruction budgets for all earthquake-affected areas outside the territory of Tirana Municipality, while in the last 3 years there have been one of the largest budgets in public infrastructure worth 375m euros, funded by Albanian taxes and donations from foreign institutions.
