The Central Election Commission managed the elections well, from the process of distribution of the material base, to the day of voting and the start of the counting process.

This is the assessment that the OSCE/ODIHR observation mission gives in the preliminary report on the election process. The report says the election was generally well-administered, but criticizes the political class for extreme campaign polarization and other instances of malpractice.

Observers said the Central Election Commission worked in a transparent and efficient manner, but its work was undermined by the frequent replacement of members of lower-level commissions appointed by political parties.

This, says OSCE/ODIHR, negatively affected the stability of these commissions. Observers do not cite technical delays in the start of voting in more than 500 centers as a major problem, but they cite the frequent interventions of political parties on election day, group voting.

The report highly praises electronic voting, which it says was successful, despite the technical and human resource difficulties it encountered.

The CEC gets a positive mark in this regard as well, despite the delays in announcing the result, which according to OSCE/ODIHR was influenced by the lack of training of operators and staff.

Unlike the election management and the CEC, the political part of the report is full of criticism. Observers criticize the political class for the deep polarization during the campaign, for the lack of programs on the part of the candidates.

Among the criticisms is the protagonism of the political leaders, who according to international observers drowned out the public space for their candidates, leaving no time to present the program and vision in the direction of the communities./ VoxNews.al
