The Socialist Party aims to leave both Sali Berisha and Ilir Meta out of parliament with two changes in the decriminalisation law.

The proposed changes by the measurement consist of two directions. First, it is for the prohibition of running from the right to be elected of persons who are classified as collaborators, or favoured by the security of the state on the basis of the files it has in the File Authority archive.

This Authority has submitted to the Assembly the request to change the law to verify the file of the person with the I.M. incitials, for which he says he is Ilir Meta. In addition to these changes, exclusion is reinforced in the decriminalization law.

"The purpose of this law is to guarantee the public's confidence in the functioning of elected state bodies, independent institutions and those created by law, of public administration, through the obstruction of choice or appointment in them, or to leave the public function of persons, who have been convicted or to whom security measures have been taken or have been convicted by inconclusive decision to commit crimes, Under this law, as well as persons who result in being complicit or favoured by the former State Security, according to the definitions of law no.45/2015 "For the right of information for the documents of the former State Security of the Socialist People's Republic of Albania", it is proposed at the first point of Article 1.

"The object of this law is the protection and guarantee of the democratic functioning of the Assembly, bodies of local government, constitutional institutions or created by law, public administration, the Armed Forces, public order bodies, national security and any institution or other state economic entity, from the influence or participation in policymaking and/or decision-making of persons, who have been convicted or to whom security measures have been taken or condemned by decision. inconclusive for committing crimes, under this law, as well as persons resulting in having been complicit or favoured by the former State Security, according to the definitions of law no.45/2015 "For the right to information on the documents of the former State Security of the Socialist People's Republic of Albania", it is said at the second point of the SP proposal.

In this case, candidates except the current decriminalization form will be required to fill out a second form in which to "confirm that they are not associates of state security".

The exclusion of Sali Berisha from the right to be elected is more complex.

In the SP's proposal for changes to the decriminalisation law it is said that councillors, mayors, or Deputies citizens "who have been sentenced to an inconclusive decision by a judicial authority of an EU member state, the US, Canada, Australia, or for whom a personal security measure has been imposed and/or an international search order has been issued by the authorities of one of these states, for carrying out or attempting to carry out one of the criminal acts envisaged in point 1, the letter "a", of this article. For persons who meet the conditions of this paragraph, the prohibitions apply in accordance with point 5, article 10, and point 1, of article 16, of this law."

The measure of personal security is also the ban on entry to the US and Great Britain for Sali Berisha.
