Note: With the recent fluctuations in the stock market, there is already no doubt that oil and gasoline prices in Albania are not decided by the market, but by a handful of people who have also put into their hands the so-called Transparcence Board.
The board has shown in these months that when in international markets oil increases, even a few cents, it gathers urgently to reflect in Albania, while when it sits even significantly on stock exchanges, or forgets to gather, or gathers makes a ridiculous landing of mockery with Albanians, as in the last case when it lowers it by 4 lek.
So the whole market without and on board works is in the hands of a cartel, if we used the terms used by Socialist MP Erion Brache. Behind this cartel are financially powerful people with strong political ties, such as The Castrati Chiefs.
In the face of the financial power and power of The Competition Authority is powerless. At the end of the day, this authority has only fines, which in the vast majority of them can't even be harvested, as with the court and lengthy judicial processes the oligarchs escape these punishments.
However, abuse in the oil market, which is also the engine of an economy, cannot be dismantled only with an administrative investigation, as the Competition Authority can undertake, but it takes a stronger hit.
This blow may give SPAK, that if it is to investigate and go all the way to the investigation of the oil market and its cartel trajectory perhaps it can find whether corruption in the ranks of powerhouses that have a duty to protect citizens' pockets, or 'organised crime' among oil oligarchs.
But SPAK has been silent in the face of this speculation and this is not the first time. The Special Prosecution has also been silent in the most blatant case when charges were publicly laid that 25 to 30 percent of the oil consumed in the country is smuggled in.
The SPAK has not dealt with these charges, although they are such serious charges, as this means that Albanians buy one in three litres of fuel that enters smuggling. This automatically translates into 30 percent less revenue in the state budget from avoiding VAT, tax excise duty and other fuel tariffs.
So such a serious charge cannot be passed quietly by the SPAK, which must end the lepe-peqe (much like the price board) in the face of oil oligarchs.
