More than half of Albanians believe that the Government is not transparent

More than half of Albanians consider the government and municipalities to be non-transparent. About 58 percent of them said that there is no transparency in decision-making and policies during the ninth survey conducted by the UN Development Program, UNDP.

In 2021, the majority of Albanians (62.2%) were aware that the right to information was guaranteed by law. 37.5% of Albanians considered the central government as responsible and 38.6% considered the local government as such; marking an increase for both levels of government, for the second consecutive year.

The three institutions perceived as the most efficient mechanisms for accountability in the country are the Supreme State Audit (71.1%), followed by the Parliament (63.9%) and the media (61.5%),

Organizations such as NATO (73.2%), UN (71.4%), and EU (71.3%) maintained their ranking as the most trusted institutions in Albania, despite a decline compared to 2020.

Albanian citizens continued to perceive religious institutions (67%) as the most trusted institutions in the country, followed by educational institutions (57.1%), the armed forces (54.6%) and civil society organizations (52.6%). The president (23.5%), political parties (26.4%), courts (27.7%) and the prosecution (28.4%) were the least trusted institutions in 2021.

About 35% of the respondents believed that the justice reform is being implemented correctly and 57% believed that the reform will have a positive impact on the development of the country. Both of these figures had an increase of 6 and 4 percentage points (pp), respectively, compared to 2020.

During 2021, one in four citizens believed that the information provided by the media in Albania was correct or true.

Regarding emigration, the main reasons for moving to another country were economic factors; the desire for a better life, followed by bad governance, corruption, or lack of justice and the need for a better education. Other less frequently cited reasons were security and crime, family reunification with family members living abroad, and better health services.

The survey was conducted in the fall of 2021 in 61 municipalities of the country and 2500 citizens participated in it.
