Road maintenance tenders have often been highly debated, whether for unfinished work or for collapses or failure to take timely measures. The situation has been very serious on many axes, where the scandal a few years ago in Borsh only reconfirmed that money is wasted. We have often seen that road workers only wait for some grass and blackberries, while large potholes take months to fill.
Meanwhile, the maintenance of roads from snow has been equally problematic, especially in the northern areas. Access to Bogë, Theth and Razëm has often been very difficult, with roads blocked by snow or even with rocks falling on them. The contracted companies have not even bothered to clear them, while the intervention of other state resources, such as those of the army, has been necessary to free them.
And, in all this situation, money continues to be poured in by the "owner" of the road, which is the Albanian Road Authority. Despite the fact that several directors have changed, the situation on the ground remains the same; blocked and uncleaned roads. Drivers who even risk their lives!
A few months ago, VoxNews denounced the actions of the Albanian Road Authority for the tender for the maintenance of roads to tourist areas in Shkodër such as Bogë, Theth and Razëm. At that time, the couple Rrok and Vera Gega, who are owners of the company “Rroku Guest”, were announced the winners of the lucrative tender by the Albanian Road Authority. The announcement was made in April 2025, while the fund for the maintenance of these axes was around 3.3 million euros.
But, from what VoxNews reported, it turned out that the winner, the firm “Rroku Guest”, had two files in the Special Prosecutor’s Office. According to information available to our editorial team, Rroku and Vera are under investigation for two cases, two tenders of the Municipality of Tropoja, which were awarded to this firm with a “friend”. In one case, it collaborated with former mayor Rexhë Byberi and the acting mayor Zyra Islamaj.
The actions of the director of the ARRSH, Gentian Gjyli, were highly suspicious, as he disqualified the lowest bidder, “NDERTUESI 2014” & “VARAKU E”, worth 243 million lek. “Rroku GUEST” & “DEHA 2010” offered 247 million and surprisingly were also declared winners at the time.
Meanwhile, time passed and another winner announcement was announced at the Public Procurement Agency on August 19, 2025. This time the winner was the lowest bid, that of the firms “NDERTUESI 2014” & “VARAKU E”, firms that must maintain 67.3 kilometers. These firms offered 243 million lek.
The documents state that this change of winner came as a result of a series of decisions by the Public Procurement Commission. The first decision was on March 5, 2025, for the reassessment of the economic-technical proposal. The second decision was on April 14, 2025, where it was decided not to accept the complaint filed by “NDERTUESI 2014” & “VARAKU E”.
The third decision was on July 24, 2025 for the partial acceptance of the complaint submitted by the association of economic operators "Ndretuesi 2014" SHPK & "Varaku E" SHPK and the reassessment of the procurement procedure by the Contracting Authority.
It was precisely this decision that changed the winner, "overturning" Gentian Gjyli's decision-making. But if there were violations, as was ascertained by these famous committees that evaluate the bids, why don't they launch investigations?
The value of the tender was huge and it took a lot of decisions to get the right person. Moreover, the actions of the road officials are highly suspicious.
For the same tender, a decision was also made by the KPP in mid-August, on hot days, "on the decision and permission of the ARA to announce the winner."
