The Ministry of Infrastructure and Energy has reopened the much-debated Milot–Balldre road concession, a segment that will connect the National Highway with the northern part of Albania. This is the third time this concession has been opened, after the first two attempts failed, first after the winning firm failed to secure the money and the second time the ministry said that “there is no suitable offer”.

Meanwhile, for the third time, the ministry says that the tender is international and is seeking bids from other firms as well. It seems like a “game” that is being dragged out indefinitely, perhaps to increase costs, which have so far increased significantly. But the burden will fall on road users, who will also pay a cost for each crossing, depending on the type of vehicle.

According to the documents, the Milot - Balldre road concession was reopened on August 8, 2025, as the notice was published in the Public Procurement Agency. The subject of the procedure is "for the concession of the Milot-Balldre road segment."

The announcement comes a few weeks after VoxNews published the cancellation document for the second time. On July 14, 2025, the ministry issued the official document, stating that none of the companies that submitted bids were suitable. It is learned that some of the companies and oligarchs who have received tenders and concessions submitted offers to the ministry, but the change of course has left everyone surprised. But if the Gener 2 company did Thumanë - Kashar, Salillari operates in Durrës - Kukës, while the ANK and 4 AM companies easily win tenders from the Albanian Road Authority, why did they not submit any suitable offers?!

It seems that negotiations between the companies and the people behind them cannot have advanced. In July, this was the second time that this concession was canceled, the first time ANK was unable to secure the money.

The reasons for the cancellation in July were because "none of the submitted offers meet the requirements of the invitation to tender, therefore no suitable offer has been submitted. The bidders were notified of their disqualification by the Contracting Authority on 19.06.2025".

It is learned that 4 offers were submitted by "Gener 2", "Salillari", "ANK" and "4 AM", but as the ministry writes "there was no suitable offer". It is learned that the concession has a length of 17 kilometers and the private investment is estimated to be around 365 million euros. From the studies carried out, it resulted that the axis would generate an amount of around 1 billion euros for 35 years.

The winning firm would also install a beam, where the basic toll on the Milot-Balldre road was 0.12 euros per kilometer. Passing a vehicle for 17 kilometers would cost 2.5 euros.
