In September 2016, a Lebanese citizen, Fadi Mitri, was beaten with a baseball bat in the Lalzi Bay area of Durrës, as he was the administrator of the "Omnix" company, which was going to build a super resort in that area.
For 9 years, some big businessmen from Qatar or other Arab countries have been trying to move forward with the project, which is worth 216 million euros. Initially, they "clash" with groups of "strongmen" in the area, where they were prevented in every way from moving forward.
Although they had come with "recommendations from above", the Arabs were still unable to penetrate the Albanian "market" to obtain permits. They started the project long before other projects in Lalzi Bay, built by Albanians.
But the latter continued to build and, from a forested area, built thousands of villas, dozens of hotels and hundreds of bars. Meanwhile, the Arabs continued with bureaucratic procedures.

In 2021, after many futile attempts, they decided to make transactions, selling percentages of the firm. Some powerful businessmen, or even well-known political figures, approached them and did business with them.
Initially, the company "KLAR", owned by Mr. Shkëlqim Beshirin, also known as the owner of a coffee company, bought shares. Then the brothers Arian and Besnik Leskaj, while the company "RDA", owned by businessman and former Democratic Party MP, Fatjon Veizaj, also bought shares.
Three very important names in Albania, with political connections from all sides and great financial power. Suddenly, these businessmen took over the majority of shares in a very expensive project, which until then would be built by the Arabs. Until then, although the Arabs lobbied very hard up to the governing dome, they failed to obtain the relevant permits and the project was being slowed down by its sisters in the Bay of Lalzit, which continued to be built in the forested area. In fact, there was construction in Hamallaj, San Pietro and the Bay of Lalzit itself, but not in the area where “Omnix” would build.

All transactions, where Albanians managed to acquire a full 70% of the shares of the company "Omnix", were completed on July 18, 2022. The last contract was between the Arabs and the company "Klar", where some passages from the previous contract were modified. On this very important date, it was agreed that the Arabs would receive an additional 2.5 million euros for some shares.
But what else happened on that date?!
According to documents researched by VoxNews, on July 18, 2022, the Strategic Investment Committee granted strategic investor status to the firm "Omnix" for a "tourist resort located in Lalëzit Bay". The documents state that it is a "foreign investor", but in fact the shares were purchased in majority by Albanians.
The documents state that the project is for tourism and that 216 million euros will be invested and 252 jobs will be created.
A great coincidence, since the moment the Albanians "extorted" 70% of the shares, the government declared them investors. After this decision, many questions rightly arise; Why were the Arabs prohibited from continuing the investment? Who intervened all the way up in the government so that, after the transactions, the firm would receive investor status?!
A lot of question marks, after the Arabs were beaten and extorted for years and in the end, in the entire 216 million euro project, they only have 30% of the shares.

After this date, when Omnix received investor status, there were other transactions, where the Leskaj brothers divided the shares by 17.5% each or even the repurchase of shares by former MP Fatjon Veizaj, after resigning from his position in Parliament.
Meanwhile, in 2025, the National Council of Territory and Water also approved a "development permit for the 'Lalzi Bay Resort' facility, a Tourist and Residential Complex, located in Lalzi Bay, Durrës Municipality, with the developer company 'Omnix Albania' sh.pk".
It is learned that the firm proposes to develop an investment on the coast of the Gulf of Lalëzit, near Draç Durrës. “The project affects an area of 145,400 m2 owned by the applicant entity, the type of property is forest. The project also has an area of 92,225 m2 owned by the state as well as 81,000 m2 of beach. “From the above-mentioned area affected by the project, it is requested to remove 60,000 m2 from the forest and pasture fund, which is the area of the land occupied by the trail. This area of 60,000 m2 is divided into state-owned assets with an area of 15,800 m2 and private property assets owned by “Omnix Albania” sh.pk with an area of 44,200 m2,” the decision states.
How was the state property taken? In the documents researched by VoxNews, it is written that in the project development area, there is a land area and forest fund, owned by the state, part of plot no. 70 abcd, which was leased to the company through a 2011 lease agreement with the parties "Durres Forest Service Directorate" and the "Omnix Albania" Company sh.pk for the use of the area of 28,018 ha for use and area for access roads.
