Mr. Kulla is the owner of the Jubica company. At the end of June, he was formally indicted by SPAK on charges of "forgery of stamps, stamps or forms." SPAK accuses the businessman of falsifying the documents for the famous tender for the maintenance of the Shpal-Rrëshen road worth 2.3 million euros.

But from the moment he was taken as a defendant, his company Jubica has received two fat tenders. Initially, the one for the improvement of signage on the road axes of Shkodra worth 2 million euros. While later Jubica was announced the final winner of the tender for the maintenance of the Tamara-Vermosh road worth 3.3 million euros. This is the second contract with the great help of the Public Procurement Commission.

In total, 5.5 million euros in public contracts after being taken as a defendant by SPAK for forgery of documents and state fraud.
