Put at the centre of criticism of the high fuel prices in our country, which with the record figure of 265 lek per litre of oil exceeded Switzerland, the Transparency Board decided to do... transparency.
The board came up with a statement filled with technical and expert language, which surely even barely understands, let alone understand citizens.
What the Board says first is where it bases decision-making on international markets and here mentions the technical fuel-sharing agency, without bringing in simpler figures than it was on the stock exchange that refers to the price of fuel, while on Brent oil exchanges, which is taken as a reference point, results in $106, or about $15 less than the price it was when the Board decided that oil in Albania should be sold at 265 lekperper.
The announcement goes to the second component of the estimate, which speaks of value "premoi" according to the import bill declared in customs by companies. Even here it is no more clear what the "premoi" value is, or how it has fluctuated in recent days.
The third component of the estimate in the price setting, the Board says it is the total value benefited from the two components above, which is converted to the lek according to the fixed course of the Bank of Albania. As a rule, this component had to ease the price of oil, as the euro has suffered declines in the domestic market.
The fourth component is the profit margin of 3 dollars per litre that the board adds to the amount benefited until this step. It is unclear how the estimate was made, but the latest estimate has resulted, according to the board, that although oil has decreased by at least 10 percent on stock exchanges compared to two weeks ago, the price in Albania should be 258 lekper per pound, or decrease more than 3 percent.
The board's account continues further, when it says it adds to the price the excise of all other taxes and a profit margin of up to 12 lek per litre for retail. This is the most understandable part for citizens from all the transparent announcement of the transparency board.
