BKH without a chairman, as Dumani's mandate ends, journalist Hoxha shows
Journalist Anila Hoxha does not believe that the head of the National Bureau of Investigation will be elected within the month of August. Hoxha lists the reasons why this delay was created and says that most likely, the election of the new head of the BKH will find SPAK without Altin Dumani at the helm, after his mandate ends.

"In the midst of these procedures that are happening in parallel, it is not surprising that with the departure of Duman, who from December turns into a simple prosecutor in SPAK, he leaves behind a BKH director who will either have the fate of the first woman at the head of the Albanian FBI being bypassed by SPAK", writes journalist Hoxha.

Again for the National Bureau of Investigation

The chances of electing the new director of the BKH within August 31 are zero. Because the Special Commission for the Special Verification of Identity and Assets has not yet started the control of seven candidates, which means that there are still no letters to the secret service and other institutions charged with the law, which will return answers for the figure of the contestants. And to check their assets based on the statements that Gladis Nano, Gentian Ndoj, Elton Kërluku, Andi Pogace, Gentian Shehu, Artur Beu, Joni Keta have submitted to the HIDAPI.

From the end of the tests (July 28) with a special commission (three prosecutors who led this competition), now the second commission must carry out the evaluations. In its content are an anti-corruption judge, two SPAK prosecutors, and two BKH investigators, one as the law mentions comes from the financial section and he was Mr. Elton Kërluku. But the investigator turns out to have resigned from the control commission, since as a contender for the leadership of the BKH he cannot control himself and the other 6 competitors.

However, this was not the reason why the BKH will have the new boss late. The whole gear reacted sleepily to show (perhaps) that even if new institutions are set up as the BKH was baptized as the Albanian FBI, it is difficult to cultivate a new mindset with rules that do not exceed the law.

It was the delayed reaction of the HPC to the Hajnaj impasse and the battle it had since December 2024 in a long exchange of letters that exposed the communication crisis within the special structure.

The race was also opened late, but even when the deadline for submitting documents was officially closed, it was postponed with unjustified additional time and beyond the
protocol As if this were not enough, it was said that for preferential reasons of any competitor, a debate between three SPAK prosecutors part of the first commission was closed with a slamming of doors.

The second commission headed by Mr. Eneid Nakuci before leaving on vacation was able to hold only one meeting at the end of July, during the time when the papers were not yet ready. Therefore, another additional coat was given.

For the new director who will clearly be delayed, and this is not a five-minute bus delay, on August 6, SPAK gave me this answer:
"The selection process of the Director of the National Bureau of Investigation (NBI) is in the phase of verification of the figure and declaration of assets, in accordance with Article 6 of Law no. 95/2016 "On the organization and functioning of institutions to fight corruption and organized crime". After this process, the Selection Committee determines the best candidate, who will undergo a training program. Upon its completion, the name of the selected candidate is sent to the High Prosecutorial Council (HPC) for approval."

So when the second commission completes the audit, it will pass it on to the first selection committee (3 prosecutors Altin Dumani, Arben Kraja and Behar Dibra) that will find the best without prejudice.

It will take time and the HPC to think, but not long if the favorites remain preferred
However. Until this happens, the solutions on who will lead the BKH will be according to the inertia of the law.
Second, HPC is waiting for two meetings, none to announce the new director of the BKH

One will be on the agenda: the end of Ms. Hajnaj's five-year mandate, which should probably happen by September 1.
And the next meeting, on September 15, for the opening of the race for the new leader of SPAK, given that Mr. Altin Dumani ends his mandate as special chief prosecutor in December.

In the midst of these procedures that are taking place in parallel, it is not surprising that with the departure of Duman, who from December turns into a simple prosecutor in SPAK, he leaves behind a BKH director who will either have the fate of the first woman at the head of the Albanian FBI being bypassed by SPAK. Which means that the new director of the BKH will also be at war with the new leader of SPAK. Or it will be just as powerful.
