The police announced the search for two people for the robbery of a car inside the paid territory of the Rinas Airport parking lot, granted with a concession to Shefqet Kastratin.
If it weren't for the vehicle's Global Positioning System (GPS), the Range Rover would likely be gone today and another vehicle added to the crime statistics. But, thanks to this system, the police managed to locate and return the vehicle to its owner.
However, what is not stated in the police report is the responsibility of the concessionaire. Albanians are already familiar with the high fees and payments for the services offered by the Rinas airport concession, including for the parking lot, where at least 700 lek is paid per night.
But what does this money go for? Do they only go for the space occupied in a property that is essentially public, but that is actually used and the income goes to the concessionaire, in this case Shefqet Kastratin?
Of course not! The payments also include vehicle security, which at least in this case failed. Despite this failure, Kastrati is not legally responsible, according to the police announcement.
Responsibility and guilt in this case, except for the perpetrators of the carjacking, remains an orphan. But why should the responsibility also fall on the concessionaire, who sees the airport as a cow to be milked, not offering even the minimum security to its customers?
In the first place, the responsibility must fall for everyone to feel safe in the premises of a common property of Albanians and any administrative or criminal offense should be faced with the force of the law.
Secondly, if the concessionaire is not held accountable, who guarantees to the citizens that he himself does not set up a genuine car theft scheme tomorrow in the parking lot where as a rule he should guard them himself?
These are the reasons why Kastrati should be held responsible for the robbery inside a state property, which he took with a concession in order to improve the service for the citizens and their robbery. / Voxnews.al
