About 24,000 food (including producers, processors and traders), plant protection and agricultural input businesses are planned to be inspected by the National Food Authority, according to the new risk-based methodology, after sampling.
Controls will include the category of food manufacturing, processing and distribution businesses, according to subcategories, such as: slaughterhouses, retailers of meat, fish, milk, bars, restaurants, fast food, producers of alcoholic beverages, fruit juices, shops of bread trading, breweries, egg packing establishments, fish processing establishments, etc.
Instruction of the Ministry of Agriculture "On the approval of the "National Plan of risk-based official controls and sampling for food, animal feed, plant protection and agricultural inputs, as well as the peak sampling plan, for the year 2024 ” determines that controls by the National Food Authority (AKU) will be carried out on a proper methodology for risk profiling of each business operator with reference to their history.
"This plan aims to carry out official controls on business operators based on individual assessment, with the aim of risk categorization depending on their risk, as well as the appropriate frequencies of official control inspections for OBs based on the results of the process of categorization", it is stated in the instruction published in the Official Gazette.
Controls will include manufacturers, processors and distributors of the food business
According to the guidelines, the methodology used for controls is new and the main objectives of the "Annual Official Control Plan" and "Sampling Plan" for 2024 will be, as follows: the implementation of food safety rules through improved official controls, including control conditions; organization of official controls, monitoring and verification for the fulfillment of legal requirements, as well as carrying out official controls according to the sampling plan, based on the risk assessment and the determined frequency.
The new methodology regarding the risk profiling of business operators does not provide for the calculation of different frequencies of official controls planned based on risk for each regional directorate of AKU. The instruction determines that in this methodology the frequency is the same for all regional directorates of the National Food Authority defined in the instruction.
The same thing is worth emphasizing for risk profiling, where for the same main category/subcategory/specific activity, we no longer have a unified risk for all regional directorates of AKU, but based on the scoring system.
In total, for the year 2024, there are 23,823 food business operators operating in the sector of official control of food, animal feed for products of animal origin and non-animal origin.

For the agricultural input plant protection control sector in the register of subjects for 2024 there are 2,880 subjects, from 3,019 subjects contained in the register of 2023. The number of subjects has decreased by 119 or 4.6% less.
