New law on concessions. Deputy Minister Vjero: A working group has been set up,

The government will soon revise the law on concessions and public private partnership. The Deputy Minister of Finance, Vasilika Vjero, informed the Parliamentary Committee on Economy, where the proposal of MP Laert Duraj for changes in the law was being considered, that during the past year a working group was set up for this purpose, which will generate a final product that will reflect the recommendations of the World Bank and the International Monetary Fund.

"A working group was set up during 2023 that is looking at the entire legal framework in the field of concessions and PPPs, and very soon it will come up with a product that aims to harmonize legislation and will reflect IMF suggestions regarding the process of evaluation and monitoring of concessionary projects. We were familiar with the proposal yesterday, we had time to evaluate and discuss it. Now the field of concessions has passed to the Ministry of Economy, and the Ministry of Finance will be responsible for monitoring concession contracts and their implementation."

The deputy of the Socialist Party Laert Duraj has proposed changes in the law "On concessions and public-private partnership", which aim to change the payment of guarantees by the companies that are declared winners of these contracts.

According to the proposal, the value for securing the contract should be divided into 2 parts, and the guarantee for the investment value should be paid first. Meanwhile, the value of the guarantee for the services is paid at the moment the investment ends, in order to facilitate the economic operators. But the commission has decided not to approve partial changes, due to the new law that is being worked on.
