Homeless Household Register, national social housing database

The year 2024 is expected to bring significant changes in terms of social housing in the country. Within September, the Council of Ministers will have ready the legal framework for the creation of a registry for homeless families throughout the territory.

The preparation of the Draft Decision for this purpose has been assigned to the Ministry of Finance. The purpose of this draft decision will be to create a database at the national and local level of social housing. The registry or database will be administered by the respective Department in the ministry responsible for housing, as well as the directorates that cover housing issues in the municipality.

The creation of this register, according to the Council of Ministers, will make it possible to know the real situation and design effective policies that respond to the needs at the local level. The Ministry of Finance is tasked to clearly define in the project the sources of obtaining information, the data it should contain, the institutions responsible for this database, the level of access, and the result of what this database will make possible.

Meanwhile, before the legal basis for the creation of the registry of the homeless throughout the territory, the Government will have ready another draft decision, which engages the private sector in the creation of the social housing fund in the country.

The title of the act is "On determining the implementation rules on the contribution of the private sector to the creation of the public social housing fund". It aims to determine the rules for the implementation method for the creation of the public fund of social housing benefited from the contribution of the private sector in accordance with the provisions of law no. 22/2018 "On social housing". This fund, created with the contribution of private companies, will be available to municipalities to cover social housing needs.
