The Committee for Economy and Finance postponed the discussion on the bill for the return of online betting with the argument that it is being reviewed by the Ministry of Finance and the legal services of the Assembly.
This draft law, which is being discussed in the Assembly since July of last year, has been opposed by the opposition, by interest groups and by the majority MPs themselves. After criticism, the commission decided to work on the government's initial draft, on which discussions have been taking place away from the public eye for several weeks.
The Chairman of the Commission, Eduart Shalsi, said that the reason for the postponement was the request for more time for the processing of the final draft by the legal service of the Assembly.
"The services that are reflecting the discussions that have taken place or some other experiences of the EU, requested a little more time and were not ready today to provide us with a material with concrete points", he said, adding that the services of the Assembly are in contact with the Ministry of Finance.
Shalsi called it an important law "because of the past" and linked the delay with the need to break away "from the old actors" of this sector.
"Therefore, we must take some steps that should lead not only to the formalization of the market, but also to the separation from actors who must give way to serious actors and companies that have proven that they know how to work, manage the market and have the investments of necessary", he said.
Earlier in the hearings, the interest groups warned the deputies that the draft law will not stop illegal activity, as it penalizes Albanian companies with experience in the market.
The Albanian government targeted the illegal gambling market through Operation End of the Madness in 2013, and in 2015, passed a law that was described as radical to curb the industry.
However, gambling flourished even more after the adoption of the new law, which prompted the government to impose a complete ban on them in the fall of 2018.
Under the new proposals, sports betting will only be allowed online. The right to exercise this activity will be given only to 10 operators and their selection will be done through a special commission and strong criteria.
