When presenting the result of the national consultation, a year ago, Prime Minister Edi Rama vowed to push forward legal initiatives to fulfill what over half a million Albanians had approved in this process.

For those who don't remember, the national consultation was a 12 question questionnaire. It was filled out online, on a special page that was opened for this purpose, which today is inaccessible, but the form was also distributed door-to-door by mail to those who did not have access to the Internet.

Among the questions were those about the fiscal and criminal amnesty, the legalization of hashish, or even the Open Balkans. For all, the Rama government received approval from the majority of citizens, according to the answers it published.

But, among the questions there was also one that asked for the citizens' opinion on whether employed pensioners should pay social contributions or not. The answer of 332 thousand citizens, or 66 percent of respondents, was no.

Before publishing the answers, Prime Minister Edi Rama promised to implement what the citizens had requested. However, the proposal for the exemption from social contributions of employed pensioners is far from the idea given by the National Council.

According to the proposal submitted for public consultation, more than 97 percent of the total employed pensioners do not benefit from the exemption from the payment of social contributions. Those who benefit are only self-employed pensioners, that is, those who have their own business.

Their number is estimated at around 1,500, while according to INSTAT data, at the end of last year, the total number of employed pensioners was 54,500.

This means that not even 3 out of 100 employed pensioners will be exempted from paying contributions, the rest who are employed in private companies will continue the same.

The proposal raises suspicions of discrimination. When the question of National Counseling was raised, the explanation given for the exemption of employed pensioners from contributions was that they had settled their obligations in the social security scheme and did not have to pay any more.

The liabilities are settled equally by self-employed pensioners, business pensioners, and pensioners employed in someone else's business. Therefore, their differentiated treatment, as is done in this draft law, is discriminatory.
