The rules for tenders change. When can institutions apply?

Any institution that has less than 15 employees will be able to develop tenders of small value only. Meanwhile, for tenders that exceed the limit of small-value procurements, the contracting authority or entity must address the superior body, if there is one. If not, the request for the development of the tender, in order to secure works, goods or services, should be addressed to the central purchasing body.

Everything is defined in the legal changes that have already entered into force, as the Public Procurement Agency says that this provision is intended to help those institutions that have a small number of employees in their organizational structure and do not have the opportunity to raise the necessary structures for the development of procurement procedures.

Likewise, the APP reminds these institutions that create the element of the registry of the forecast of procurement procedures, they must declare in the field "justification for the registry" the number of employees in the organic structure.

The new law has also brought a series of other changes in the performance of public procurement procedures, not only for institutions, but also for economic operators.

According to APP, the purpose of this law is to improve the regulatory framework of public procurement in Albania, aiming for further alignment with the European Union Directives.
