The massive emigration of Albanians has led to a shortage of labor in various professions.

To fill this created gap, the government has decided to ease the procedures for hiring staff from Asian or African countries.

With the proposed changes to the law on foreigners adopted in 2021, the government is given the right to enter into agreements with other countries to recruit employees depending on market demands.

According to shqiptares.com, the government is in negotiations with the Philippines to recruit 40,000 qualified workers for the tourism and manufacturing sectors and has begun negotiations with Indonesia.

The bill passed in the last government meeting simplifies the application procedures for foreigners who want to be employed in the country. It even removes the requirement for foreigners to deposit a sum of money in a bank account as a financial guarantee.

To apply for a visa, it is now sufficient to prove that you have sufficient financial income to support yourself through a bank document.

Other details have also been determined regarding unique employment permits that have a duration equal to the duration of the employment contract.

The draft law states that permits will be based on market needs, and only after the employer in Albania has attempted to initially hire the unemployed in the country, foreigners who are members of Albanian families, citizens from the US, from EU countries, or from the neighboring countries of Bosnia and Herzegovina, Montenegro, Kosovo, Serbia, and North Macedonia.

" AL Blue Cards " will be issued only to highly qualified employees for a period of 2 years.

Meanwhile, for citizens of EU countries, the rules are easier as they have the right to reside in the country without the need for a unique permit for more than 3 months if they are employed or have sufficient income for themselves and their family members.

When a foreigner comes to the country to work, he can also bring his family, and if the family members are not EU citizens, they can stay after being issued with a “ Residence card of a family member of an EU citizen ”.

The card is valid for 5 years.

Currently, more than 9,000 foreigners work in Albania, mainly in tourism, construction and wholesale trade. Official figures show that the highest interest in working in Albania is from citizens from Turkey, Bangladesh, India and Nepal.
