Health concessions received 1.2 million euros for incomplete services in 2022

The health concession contracts, that of the basic medical control known as "Check Up" and Dialysis in 2022 received 1.2 million euros in payments from the state budget for incomplete services.

An audit of the State High Control in the Health Insurance Fund found that, even in 2022, for the "Check Up" contract, payments were made for incomplete service for 20,172 cases, at a cost of 31,004 thousand ALL without VAT and 37,198 thousand ALL with VAT.

Also, from the audit on the implementation of the Concessionary Contract "For the provision of hemodialysis", concluded between the MSHMS and the Company "DV" LLC, it was found that even for the year 2022, the payment of the concessionaire is not made for the service performed, but for the service billed, which includes the liquidation of unfinished cases or otherwise expressed under the annual projection, as well as the cases realized over the monthly projection, of each dialysis center.

In total, there are 8,854 cases, of which 6,918 cases are below the projection and 1,936 cases are above the projection, in the amount of ALL 99,191 thousand, which represents payment for services not performed, says KLSH.

In total, 136 million ALL or 1.2 million euros were paid for both contracts for services that were not performed and this is due to defects during the drafting of the contracts.

During the year 2022, a total of 454,828 basic medical checks (Check up) were carried out, or 96% of those provided for in article 3 and 4 of the financing contract between the concessionaire and the Fund, where the floor for which payment is made is 475,000 cases in year, based on this annual figure, it is projected on a monthly basis, from where 39,583 minimum cases are expected to be carried out for each month of the year.

The months for which the projections were exceeded were three (February, September, October) 2022, according to the verifications carried out by KLSH.

For the year 2022, 450 dialysis patients are planned, where each of them is expected to perform 13 sessions per month, from which the total number of annual sessions anticipated was 70,200 dialysis sessions.

The actual number of patients for the year 2022 was 95% of the annual projection, while the realization of the sessions was 90% of the annual projection, this came because not in all months were realized 13 dialysis sessions/patient.

From the verification of the annual analysis presented by DPKS, it was found that the indicators of the dialysis service are presented consolidated, but a detailed analysis on the trends of changes and the factors that have brought them is missing, to enable the monitoring of these indicators.

From the beginning of the concession until 2021, payments for services not performed by the concessions had exceeded the value of 44 million euros.
