All tenders canceled in one week. What happened to them?

Open Data Albania in its data on the tenders developed during this time researches that a good part of them have been canceled mainly due to the insufficiency of the submission of the offer.

There are 12 such canceled on the last Monday of October.

The tenders mainly belong to different municipalities of the country and there is still no detailed information on when the process can be reopened. "For not fulfilling the qualification criteria of any economic operator/offer", is the main argument articulated for their cancellation.
