Fiks Fare opens the season with an investigation into Belinda Balluku's power in the Ministry of Infrastructure and Energy even though she has been dismissed from public office.

In the documents, she has been dismissed. Another minister has been placed in office. But in the institutions that are subordinate to this ministry, the leaders speak differently.

Fiks Fare entered some of these institutions, introduced herself as a job seeker and spoke directly with the heads. And in these conversations, Belinda Balluku's name comes to the forefront again: as "the boss", as a person who can influence appointments, hiring and decision-making.

If a minister is officially dismissed, but institutional leaders continue to treat her as an authority that should be listened to, then the question is inevitable: Is Belinda Balluku a former minister only on paper, while in practice she continues to exercise the power of a minister?

Fiks Fare brought testimonies, conversations and direct confrontations with Belinda Balluku.

"If Bela brings the name..."

The investigation begins at the Civil Aviation Authority, where the Fiks Fare journalist contacts the director Maksim Et'hemaj, expressing interest in a job in the media sector. During the conversation, Et'hemaj mentions the current media employee and connects her to Belinda Balluku.

According to him, if she were to be replaced and someone else would come in her place, it would simply be a matter of names, implying that a proposal from Balluku would be considered. But why would a name proposed by a former minister matter today?

"If you're the boss's friend, you're mine too"

Fiksi goes further, to the State Technical and Industrial Inspectorate. Here too, the scenario is the same: a job application. Director Sokol Zajmi says: “If you are the boss’s friend, you are mine too.” Then he uses another expression: “Soldiers are easily replaced, but the queen cannot be replaced.” But who is the “boss” and who is the “queen”? In the context of the conversation recorded by Fiks Fare, the reference is to Belinda Balluku.

"Belinda Balluku has put Enea Karakaçi"

The investigation continues at the National Authority for Safety and Emergencies in Mines. Fiks Fare journalist talks to director Rrapush Tola, again about the possibility of employment. During the conversation, Tola claims that Belinda Balluku has placed Enea Karakaçi at the head of the ministry and that a signal from her could also affect the possibility of employment of the journalist. A statement that raises another question: If the current minister is in office, why does a head of the institution still link his authority to the former minister?

Këshilltari i Ballukut ende në ministri 

Fiksi vijon investigimin brenda vetë Ministrisë së Infrastrukturës dhe Energjitikës. Gazetarët kontaktojnë Flor Serjanin, ish-këshilltarin e Belinda Ballukut, i cili vijon të mbajë detyrë në ministri. Gjatë telefonatës, ai konfirmon se është ende në detyrë, ndërsa thotë se merret edhe me PR-in e Belinda Ballukut. Më pas, në një takim të zhvilluar në ambientet e ministrisë, Serjani flet për drejtuesit e agjencive në varësi të MIE-së. Sipas tij, drejtuesit janë vendosur me ndërhyrjen apo sugjerimin e Belinda Ballukut. Ai përmend edhe drejtuesin e AKBN-së, duke thënë se Balluku e ka sugjeruar atë. Por dëshmia shkon edhe më tej. Serjani tregon se është takuar me Belinda Ballukun vetëm dy ditë përpara bisedës me gazetaren e Fiks Fare.

Drejtori i AKBN-së: “Do t’i çoj të fala”

Pas kësaj dëshmie, Fiks Fare kontakton Genci Tërpon, drejtorin e AKBN-së. Tërpo konfirmon se ka takuar Belinda Ballukun në fund të muajit gusht. Gjatë bisedës, ai pranon t’i përcjellë të fala dhe shprehet se do të shohë situatën për mundësinë e punësimit të gazetares. Edhe një tjetër drejtues institucioni, pra, e lidh vendimmarrjen me një person që zyrtarisht nuk e mban më postin e ministres.

Përballja me Belinda Ballukun

Pas gjithë këtyre dëshmive, Fiks Fare shkon te personi që përmendet vazhdimisht në këto biseda: Belinda Balluku.

Gazetarja e takon teksa ajo ecën në zonën e Liqenit të Tiranës.

Balluku fillimisht reagon ndaj mënyrës së ndjekjes dhe më pas i drejtohet edhe operatorit të Fiks Fare. Por pyetjes kryesore, pse drejtuesit e institucioneve vazhdojnë ta konsiderojnë atë “shefe”, Balluku nuk i përgjigjet drejtpërdrejt.

Në vend të përgjigjes, ajo akuzon Fiks Fare për gjobëvënie dhe kritikon mënyrën e punës së gazetarëve. Teksa hyn në palestër, Balluku i drejtohet gazetares: “Mos u bëj gjobaxhie.”

Belinda Balluku është larguar nga posti me letra por dëshmitë e drejtuesve që Fiks Fare kontaktoi ngrenë një pyetje shumë më të madhe: A është larguar ajo vetëm nga karrigia e ministres, apo edhe nga pushteti që lidhet me atë karrige?

Sepse nëse drejtuesit aktualë të institucioneve vazhdojnë ta konsiderojnë “shefe”, nëse flasin për ndikimin e saj në emërime dhe punësime dhe nëse pranojnë se një sinjal prej saj mund të ndryshojë një vendim, atëherë kemi përballë një situatë që kërkon sqarim institucional.

A është Belinda Balluku ish-ministre vetëm në dokumente, ndërsa në praktikë vazhdon të ushtrojë funksione dhe ndikim si ministre? Dhe këtu lind edhe pyetja tjetër, tashmë për drejtësinë: Nëse këto dëshmi verifikohen dhe rezulton se një person i larguar zyrtarisht nga detyra vazhdon të ushtrojë funksione apo kompetenca shtetërore, a duhet SPAK të ndërmarrë hapat ligjorë që parashikon Kushtetuta, përfshirë edhe kërkimin pranë Kuvendit të autorizimit përkatës, nëse një autorizim i tillë kërkohet nga masa që synohet?
