Pursuant to Article 78 of the Constitution "On the election of a member of the Authority for Information on Former State Security Documents" it would be right for the main groups in parliament to agree on the proposals.
In particular, it would be good for the candidacies to be submitted by a group of deputies representing the political persecuted!
Yes like everything and this was not made possible.
A few sessions ago took place here, one of the most unworthy debates for the layer of political persecuted!
Since I was not given the floor that day, today I have the opportunity to say to the Prime Minister: If you find it difficult to understand Shkodra why it does not vote, why it has been decided without compromise in relation to the anti-communist past, why the Democratic Party is majority and You are in the minority in Shkodra, I am giving the following answers:
13 prisons were opened in Shkodra during the dictatorship.
In a city that excelled in culture, opening them was a very serious and ugly thing!
Residential houses, the Franciscan assembly, the cinema, the theater, and many other cultural and religious sites were turned into political prisons!
Shkodra had about 3,000 political prisoners, about 2,000 political internees, 601 political prisoners, 140 dead in prisons.
I remember that some of their bones have not been found yet and their families continue to search for them even today!
Shkodra does not forget that the first deputies in the parliament of 1991 who discussed the draft law on amnesty of prisoners in the dictatorship were the leaders of that regime starting from the former first secretary, former prime minister who had become deputies in the first steps of democracy!
The irony was that they rushed to defend the bill, but in fact did so to justify themselves!
So I think such debates need to be careful, that vocabulary can not be laughter,
and that respect can not be a facade!
Today, many families in Shkodra have not yet received the financial compensation they deserve as politically persecuted!
And therefore Shkodra, I can not dare to insult anyone since he does not vote!
Investment and care to develop the northern capital is the obligation of every government and the responsibility of every prime minister without any discussion!
Finally, I am quoting a statement in the same room at the hearing on 3 July 1991:
"If there is anyone who has the right to complain, I am one of them. However, I have never opened my mouth to talk about my sufferings and I have never insulted or insulted anyone. "
This was Mandela of Albania
Pjetër Arbnori!
