We need not one, but 7 revolutions!
Lutfi Dervishi

Revolution is often talked about, revolution is called for, a deadline is set to start a revolution, hope is raised for the fruits of the revolution and it does not happen.

All the most important revolutions of our age (the English, French, American, Chinese revolutions) have taken place without warning. Revolution is not an invitation to a wedding, and Yuval Harari in his very popular book "Sapiens" explains quite simply why there is no calendar for revolution. Those in power are not that stupid and by making the date public, they naturally take all measures to prevent the revolution/change from happening.

Revolution means a radical transformation, not just a violent change of government, but a different political, institutional and ideological organization.

The situation where the country is today does not require a revolution of the type of overthrowing Hasan so that Hyseni can come, but it requires several "revolutions". More precisely, revolutionary changes are needed without making a revolution.

1- Revolution in mindset: It's your taxes

Without a change of mindset and without active citizenship, attempts at revolution are like a man taking a hoe and a pitchfork into the sea again and again. Today, especially on social networks, the extreme illiteracy about the government, about taxes, about the state, about the institutions, that is about the contract we have with those we elect, comes to the fore more than ever. I am taking a banal-turned-routine example: the publication of public affairs. The reactions on the web (not counting the paid and remote-controlled army of commentators) are offensive and revolting. Clearly, these people really think that the roads are being built by the prime minister and the minister or the director with their own money, sweating and staying sleepless from working three shifts at the construction site. More than funny it's painful.

Without teaching everyone that the state budget (the budget used for salaries, pensions and investments) is the income from taxes and taxes of all Albanians, (add the debts that the government takes, but that the Albanians still pay), hardly we can have and demand responsible functionaries. Without realizing that when we vote, we do not choose only one political side, but we vote for someone who will manage our money, corruption and abuse of public funds will continue to be even bigger and more spectacular than the telenovela of incinerators. He who pays taxes does not sell his vote, does not tolerate arrogance and cannot do it for fur. When the government presents a public work - it should be written in big letters, why not in gold "ROAD BUILT WITH THE MONEY OF ALBANIAN TAXPAYERS." Without linking taxation to governance, there will be no accountability. The sooner this is understood, the more difficult it will be for the prime minister and ministers to present "public work" without showing the deadlines, invoices, costs and comparison with public works done by the predecessor or with the standards in the EU countries. From taxation without representation the American revolution was born. If it is understood that "the whole world revolves around taxes", then the debate in the elections will no longer be about Čelo's mustache, but about taxes and their good administration, it will not be about left or right, about communists or anti-communists, but for development priorities and policies. The taxpayer is the employer of the President, the Prime Minister, the Speaker of the Assembly, the administration, the local government, the police and the army. Every public work is paid for by taxes. The employer has the duty to hold the employee accountable. It is not seen or heard in any normal place that the employer sings to the employee. (?) It is a pity that even after 32 years we still have not forgotten the "works of the party", but on the contrary, we have increased the quality of the songs about the glorious leadership.

How can the prosecutions, which should have ended at the doors of justice, continue to end in rhapsody for the leader?

2- Revolution in governance

A good government "by the people, of the people and for the people" means that the "servants of the people" try and do their best with financial (and natural) resources to meet the basic needs of the people. So public servants care and care for an egalitarian democracy.

"All power comes from the people. Where are you going?" - Bertold Brecht rightly asked.

- How does it happen that the servants get to the point where they mistreat their owners, their employers?!

- How does it happen that the government in the country is a servant and regulator of society, transformed into a modern form of rule?!

A responsible government above all requires TRANSPARENCY.

Yes, transparency, accountability, efficiency and effectiveness. In the age of digitization where it costs nothing but the wish, that every public institution in Albania, at the central and local level, has a website where expenses from paper and pencil to large tenders can be published in real time. It is about money collected from taxpayers. If someone is thinking that they don't pay taxes, they are completely wrong. 34% of the revenues in the budget are from VAT (Value Added Tax), where every good that is bought in the country has 20% of this tax. If we fail to properly tax wealth, we tax consumption with everything.

If an official does not give you information/documents based on the right given by the Constitution and the law to inform the public with official documents, it does not take much philosophy to openly say that he has something to hide. Even, the suspicion is cemented to say that he/she is stealing/abusing.

Good governance means an uncompromising fight against abuse and corruption. A commitment to transparency and enforcement of the law equally for everyone and everywhere is a non-negotiable condition. And for corruption at the level it has reached, we no longer need national and cross-sectoral strategies, nor matrices and plans of measures, but the will to implement draconian laws and measures.

You don't have to be Nostradamos to understand that the (real) fight against corruption and real meritocracy would turn Albania into a magnet for quality foreign investments in a few years.

The lack of meritocracy in administration turns "public servants" into "public idiots" at best and "public gangsters" at worst. (How did it happen that from the promise of meritocracy we ended up in clientelism?)

Good governance means setting priorities and spending money just as you spend money for your family. Should we start by investing in education? There are very successful countries (without any natural resources) that have invested up to 30% of their budget on education.

A good government is one that, when drafting laws, has in mind the good of the "greatest number" and not the interest of a handful of people that we mistakenly call oligarchs.

A good government is one where the law, order and institution govern the country and not the "leader" who says: "I left because I don't have a problem, but to whom will I leave the country"...

In a country where the law rules and where the institutions are strong, clean, efficient, governance is very easy.

"Albanians - ah, these good and hardworking people, but they were not lucky enough to have a good government", Edith Durhan stated with pain at the beginning of the last century.

It was the rampant corruption, the inefficiency of the administration, the growing discontent of the peasants, workers and soldiers - the cause of the Russian revolution that overthrew the empire and brought the Bolsheviks to power.

3- Revolution in society

Albania is a country with a homogeneous population with one language, one culture, one history and almost everyone agrees on a common future. This country without any major problems (ethnic, religious, with neighbors), has a lot of 1001 small problems which continue to travel and gangrene through time.

You can draft the best constitution, you can build perfect institutions, but the way we behave and interact with each other is even more important than the institutions themselves.

One of the biggest dangers we face today is the wrong model of the "successful man". A person who reads, learns, works, sweats is not successful, but he is the model of "the strong, who has made money inside and outside and turns first into a businessman, then a director, then a member of parliament and an important person in politics and the media. I don't believe that there is any other place on this continent that has so many news stories about murders of "businessmen" of this nature that surprisingly there are also some street boats or some illegal flower pots. Work culture does not exist, while work must be turned into a cult. Work must be learned in kindergarten and school. (we also have proverbs where we stigmatize work: (Who has seen the benefit of work, or if it was good work, even the king worked). We are a country that has more directors and bosses than workers.

It does not require much effort or philosophy to maintain a clean environment. It is enough not to pollute it ourselves. A revolution in society starts from small changes, at home, in kindergartens and schools, that is, the revolution in communication. To listen with respect to understand and not to respond, not only to listen, but also to respect different people with whom we may not agree at all. A fight against noise in private and public spaces would not only make the environment quieter, but also more beautiful. It is an opportunity to study how it happens that we are kidnapped for a "parking" or for a "why did you see me" and do not even raise our voice to extreme injustice or obvious abuse...

4- Revolution in the media

In the media, in fact, the revolution has happened and it is time for "counter revolution". Before that happens, perhaps we need to give an honest answer to some questions that don't have easy answers.

- How did it happen that from the dream of a free media, today we are living the nightmare of the "freedom" of the "media"?!

- How did it happen that from the dream of independent media we ended up in partisan media?!

- How did it happen that instead of a license for the public good, today we have a license for hunting?!

- How did it happen that from the mission to fight and unmask the fines, the media turned into "fines"?

-How did it happen that yesterday we considered sacred facts and free opinions, while today opinions are sacred and "alternative" facts, where people close their ears to facts and open their hearts to opinions?!

-How did it happen that facts are like a plate of beans that you have to consume 100 spoons of opinion before you catch a single grain of beans - fact?!

- How does it happen that the word ethics is confused with etiquette?!

- How did it happen that from the motto information is power, today we are in the motto misinformation/propaganda is power?!

- How did it happen that the place of public debate on topics of interest to the public has been taken by the public fight where there is more noise in the television studios in Tirana than the Russian bombings in Ukraine?!

- How did it happen that from a media that controls leaders and powers, today we have leaders and powers that become the media themselves and broadcast what they want, when they want, where they want and above all how they want?!

- How did it happen that from a media that controls the leaders, today we are in a situation where digital demagogues followed by paid commentators - aim to mass brainwash the digital masses?!

- How did it happen that the real one arrives at the stalls and digital stores faster than the real thing?!

- How the day came that is not easy to distinguish:

a. Charlatan from principle?

b. The liar from the honest?

c. The expert from the manipulator?

d. The peacemaker from the demagogue?

- How is it that there is more trash in the digital environment than in real life?!

- Why hate speech, extremism, fake news, conspiracy theories have taken center stage in the digital home?!

- Why do anonymous people have the freedom to condemn public people by venting their anger, envy, hatred and violating human dignity?!

-Who would have thought that the day would come to fact-check whether the earth is round or not?!

-Who would have thought that the digital public sphere will be so toxic that its detoxification seems more difficult than the disappearance of plastic bags on the planet?!

The new revolution in the media demands that there is no more neutrality between good and evil, that digital terrorists should be treated as terrorists, and that public debate should be done in the public interest.

The distance of the media from reality and the audience is frightening, so it seems that the first task of the media is the basic mission: accurate information and supervision of the abuse of other powers. Easy to say and seemingly impossible to do!

5- Revolution in justice

For 6 years, a major reform called Reform of Justice has started. The cleaning and removal from the system of some persons who could not be removed otherwise, has been carried out. But this is neither half nor a quarter of the work. It will take time to have a popular figure from the Justice front: An investigator/prosecutor, judge, police officer who enjoys the sympathy and support of the public. (But we have songs about "Commissar Katani", the famous character from the TV series Octopus of the 90s, songs that the Italians themselves don't have yet.)

After 6 years of profound changes to the constitution for a new justice, it is time for a balance and to say what went well and what needs to be fixed. This is not done with party tribunes nor with statuses on social networks, but with the concrete cooperation of a number of left and right actors, international partners, civil society, real media, who must be led by the Parliament of Albania, the institution that must it has the seriousness and balance it deserves. Even for those in law today, it is clear that some calculations were not done well. For example, in the sense of human resources, they entered the sea with their feet. For example, the criteria set for the posts in the new justice institutions are similar to the tender criteria that predetermine the winners. For example, continuous patching without specific analysis and reflection after it, signals a shadow of doubt.

- How is it possible that the door and the window have been closed to have tens and hundreds of lawyers graduated (even with very good results) in the best EU and US universities in the new justice system?

Today we are still talking about vacancies in the Constitutional Court, in the Supreme Court and about halving the number of prosecutors and judges in the Courts of Appeal and those of fact. We have good lawyers (both educated in Albania and abroad) and we don't want them in the system! Before the system was built more thought was given to the big fence that would keep out the unwanted and the small door to let in the predestined(?) Is it pure/blatant conflict of interest that those who drafted the criteria are the only ones who meet the conditions?

Me “oligarkët” tanë.

It is enough to remember where Albania was in 1997 and where it arrived in 2007. From the precipice to a NATO member country with a constant economic growth of more than 7%.

If it is very difficult to realize "revolutions", the desire and the will are enough to close the chapters of negotiations with the EU and at the end of 10 years, regardless of who is in power and who is in opposition, the country is transformed in a revolutionary way. We cannot change the world, nor the region, nor the neighbor, but ourselves. The revolution is no longer an upheaval in the streets, but an upheaval in the mind. It comes from despair, but it is fueled by hope. It is not done by calling, but by obedience and faith. Therefore, they don't say in vain: REVOLUTIONARY make the revolution!
