The Central Election Commission approved on Wednesday deadlines for holding new elections for the head of the Municipality of Kukes, following the decree of President Bajram Begaj, which set the date september 24.

On September 1st is the last day for political parties to register for partial elections, while the deadline for coalitions is 6th, and for independent candidates until September 8.

For the organization of these elections, the Central Commission has about 40 days, while political parties will have two weeks to conduct the electoral campaign for this municipality.

CEC Announcement:

1. Kukës Municipality and its addiction institutions are obliged to report to the CEC all public activities that they plan to conduct in the period 26.8.2023 until 24.9.2023.

The same obligation is also with central public institutions, their dependence bodies and their local branches, as well as agencies and/or state enterprises, for public activities that plan to take place in the period 26.8.2023 until 24.9.2023, in the territory of the Municipality of Kukes or for it.

2. Audiovisual Media Authority monitors CSOs for public activities of public institutions specified in point 1 of this decision, from 26.8.2023, from 08:00-00:00 or as appropriate until the end of the program.

3. The election campaign for the partial local elections for mayor in Kukës Municipality, starts on 11.9.2023.

4. The Civil Status Office in cooperation with the General Directorate of Civil Status, drafts the voters' lists no later than 16.8.2023. Within 48 (forty-eight) hours from the end of the update, the President of the Local Government Unit approves and announces the lists of voters, in accordance with Article 48 of the Electoral Code.

5. Political parties that have the right to submit members/secretary to CEAZ no. 11, of the Municipality of Kukës, Kukës Region, for the partial elections for mayor, should bring the proposals to the Central Election Commission, no later than 18.8.2023. The State Election Commissioner approves the composition of CEAZ no later than 21.8.2023.

6. Political parties that have the right to submit members to the CEC, must deposit them at the relevant CEAZ, no later than 1.9.2023. CEAZ takes a decision on the appointment of the cec members, no later than 4.9.2023.

7. Political parties that have the right to submit members to the IGG must deposit them at ceaz, no later than 12.9.2023. CEAZ takes a decision on the appointment of members of the IGG, no later than 14.9.2023.

8. Political parties must submit the application to the CEC for registration as an electoral subject, for partial elections for mayor in Kukës municipality, no later than 1.9.2023. The CEC returns for the complete documentation within 24 (twenty-four) hours from the delivery. Political parties submit the corrected documentation within 24 (twenty-four) hours of return for supplementation. The State Commissioner of Elections approves requests for registration within 24 (twenty-four) hours of the re-submission of documentation.

9. The Initiation Committees must submit the application for registration for the partial elections for mayor in Kukes municipality, in CEAZ no.11, no later than 1.9.2023. CEAZ returns for the complete documentation within 24 (twenty-four) hours from delivery. The Initiating Committees shall submit the corrected documentation within 24 (twenty-four) hours of the return for supplementation. CEAZ approves requests for registration within 24 (twenty-four) hours of the redesignation of the documentation.

10. Electoral coalitions must submit to the CEC the request for registration as a coalition for the partial elections for mayor in Kukes municipality no later than 6.9.2023. The State Election Commissioner approves the request for registration as a coalition within 24 (twenty-four) hours.

11. The application documents are presented in CEAZ no.11, no later than 8.9.2023. CEAZ makes their verification no later than 24 (twenty-four) hours from the presentation and, if it notices irregularities, returns them for supplementation. The completed documents must be re-filed no later than 24 (twenty-four) hours. Ceaz decides no later than 24 (twenty-four) hours from their re-introduction.

12. The application for accreditation of Albanian and foreign observers shall be submitted to the Central Election Commission no later than 22.9.2023.

13. Submission of accreditation requests by electoral subjects participating in the elections is done in CEAZ no. 11 no later than 22.9.2023.

14. The mayor presents to the CEC the complete list of voting center facilities that meet the conditions provided for in the law, no later than 27.8.2023.

15. The Prefect of Kukës County presents to the CEC the complete list of objects within the territory of the County that meet the conditions provided for in the law for the Vote Counting Place, no later than 27.8.2023.

16. The results of the election polls may not be published during the last 3 (three) days before the election date, including the election date until the closing time of the voting.

17. The mayor in charge of designating public places in the territory of Kukes municipality for posters by electoral subjects of propaganda materials no later than 5.9.2023.
