Tirana Police have revealed the full dynamics of the serious incident that occurred on October 6, 2025, when Judge Astrit Kalaja was shot dead inside the premises of the Court of Appeal.

The suspected perpetrator, 30-year-old Elvis Shkambi, was in the courtroom as part of the interested parties in a civil case, but it turns out that he had come to the court premises with the clear intention of committing the murder.

How the suspected perpetrator entered the courthouse with a gun

According to the investigation, at 1:42 p.m. on the day of the incident, Elvis Shkambi arrived at the Court of Appeal premises together with his uncle, Gjon Shkambi.

The two passed through the scanning device at the entrance, which signaled the presence of metal. More specifically, the device flashed red lights, warning of a metal object, most likely the firearm that Elvis Shkambi was carrying in his waistband.

However, the security officer on duty, Banush Koxhaj, did not take any control action, remaining seated in his seat and not exercising physical control over the persons or registering them in the entry-exit book, as required by security protocol.

After entering the courthouse, Elvis Shkambi and Gjon Shkambi stayed for about two hours in the public reception lobby, without arousing suspicion.

The moments before the murder, from the court hearing to the assassination

At around 15:29, the two entered room no. 3 where the court session was taking place with the subject matter "Opposition of enforcement actions", in which Ragip Kurtaj and his son Ervis Kurtaj were the parties, while the defendant was the bailiff TM and the third parties were citizens Gjon Shkambi and Elvis Shkambi,

At 15:35, immediately after Judge Astrit Kalaja announced the verdict, Elvis Shkambi pulled out his gun from his waistband and shot the judge several times, seriously wounding him. The judge died during transport to the hospital.

After the murder, the perpetrator also shot at the plaintiff Ragip Kurtaj and his son, injuring both of them, but without life-threatening injuries.

Weapon surrender and arrest

After the shooting, the perpetrator left the courtroom and handed the weapon to a court employee in another room. He then went out into the court yard where he was neutralized and immediately arrested by police forces that had arrived at the scene.

Investigations revealed that the perpetrator's uncle, Gjon Shkambi, did not attempt at any point to stop the crime and is suspected of having knowledge of the plan, being considered an instigator or accessory to the murder.

Përmbyllen veprimet hetimore lidhur me ngjarjen e ndodhur më datë 06.10.2025, ku rreth orës 15:35, u vra me armë zjarri gjyqtari A. K., nga shtetasi E. Sh., brenda ambienteve të Gjykatës së Apelit, Tiranë, zbardhet i plotë mekanizmi i vrasjes.

Së bashku me autorin e vënë menjëherë në pranga pas ngjarjes, arrestohen edhe shtetasit G. Sh. dhe B. K.

Njoftimi i policisë:

Më datë 06.10.2025, rreth orës 15:38, është marrë njoftim në sallën operative të Drejtorisë Vendore të Policisë Tiranë se në ambientet e brendshme të Gjykatës së Apelit të Juridiksionit të Përgjithshëm Tiranë është qëlluar me armë zjarri gjyqtari A. K., i cili po zhvillonte seancë gjyqësore me objekt “Kundërshtimin e veprimeve përmbarimore”, me palë paditëse shtetasin R. K, i shoqëruar nga djali i tij E. K., si dhe palë të paditur përmbaruesi gjyqësor T. M., Zyra Përmbarimore Shkodër, dhe palë të treta shtetasin G. Sh, i shoqëruar nga nipi i tij E. Sh.

Menjëherë pas marrjes së njoftimit, shërbime të shumta policie kanë mbërritur në vendngjarje duke marrë masa për shoqërimin e autorit si dhe të gjithë shtetasve të dyshuar ose që kishin dijeni për ngjarjen.

Njëkohësisht, grupi hetimor i përbërë nga oficerë të Policisë Gjyqësore dhe ekspertë kriminalistë, nën drejtimin e Prokurorisë, kanë vijuar me veprimet hetimore si këqyrja e vendit të ngjarjes, administrimi dhe këqyrja paraprake e pamjeve filmike, marrja e deklarimeve nga dëshmitarët duke bërë të mundur zbardhjen dhe dokumentimin e plotë të dinamikës së kësaj ngjarjeje, si më poshtë:

Në orën 13:42, në ambientet e sallës së pritjes për publikun të Gjykatës janë futur dhe kanë kaluar nga pajisja skaner (detektor), njëri pas tjetrit, shtetasit E. Sh. dhe G. Sh.

Në ekranin e detektorit është sinjalizuar prezenca e metaleve duke ndezur dritat e kuqe, por shtetasi B. K., me detyrë punonjës sigurie pranë Gjykatës së Apelit Tiranë, ka qëndruar i ulur në karrige dhe nuk ka kryer asnjë veprim për kontrollin fizik të këtyre shtetasve apo regjistrimin e tyre në librin e protokollit, ku duhet të evidentohen të gjithë personat që hyjnë dhe dalin nga ambientet e Gjykatës.

Të dy këta shtetas, E. Sh. dhe G. Sh., qëndrojnë në hollin e pritjes së Gjykatës deri rreth orës 15:29, dhe më pas futen në ambientet e sallës së zhvillimit të seancës gjyqësore (salla nr. 3). Në orën 15:35, palët ngrihen në këmbë dhe, menjëherë pasi gjyqtari A. K. shpall vendimin, shtetasi E. Sh., që ndodhej në sallë, nxjerr nga brezi një armë zjarri pistoletë dhe qëllon disa herë në drejtim të gjyqtarit A. K., i cili, si pasojë e dëmtimeve të marra dhe pas ndihmës së parë mjekësore, ka ndërruar jetë gjatë transportit për në spital.

Also, the investigations have revealed that citizen G. Sh. did not take any action to stop his nephew's criminal actions, which creates reasonable suspicion that he was aware of the plan to execute the judge in the case, in the role of instigator and/or assistant.

After the incident, citizen E. Sh. left the courtroom and handed over the weapon to citizen BP, a court clerk assigned to supervise and oversee the proceedings in another courtroom. The perpetrator E. Sh., after leaving the courtroom, was immediately neutralized and handcuffed by police officers.

At the end of all procedural actions, the arrest was made in flagrante delicto for the following criminal offenses:
• E. Sh., 30 years old, as a suspect for the criminal offenses of “Murder of public officials” committed in collaboration, “Murder in other qualifying circumstances against two or more persons” attempted and committed in collaboration, and “Illegal possession and production of weapons, explosive weapons and ammunition”;

• G. Sh., 56 years old, as a suspect for the criminal offenses of “Murder of public officials” committed in collaboration and “Murder in other qualifying circumstances against two or more persons” attempted and committed in collaboration;

• BK, 63 years old, as a suspect for the criminal offense of “Abuse of office”;

A firearm, a pistol with three cartridges, used by the perpetrator, as well as other material evidence found during the examination of the crime scene, which serves to document this event, were seized as material evidence.
