Elvis Shakmbi, the author of the murder of judge Astrit Kalaja, in a letter from prison, expressed regret for the pain he has caused.

He also expresses condolences to the Kalaja family, relatives, friends and colleagues of the deceased.

He states that what happened on the day of the incident was an illogical reaction against an equally illogical decision.

Letter to the citizens of the country

Dear citizens of the Republic of Albania:

A month ago, on 6.10.2025, the entire country was shocked by a serious incident that occurred at the Court of Appeal of General Jurisdiction in Tirana.

As a result of this incident, a person serving as a judge in this court unfortunately lost his life on the way to the hospital, while two others fortunately escaped with minor injuries.

During this period, I have not made any public statements and have asked my family members not to make any, and I have suggested to my legal counsel to be as reserved as possible regarding this event in his television appearances out of respect for the pain of the deceased's family.

Today, I personally express my deepest condolences to the Kalaja family, relatives, friends and colleagues of the deceased for the loss of their loved one. I feel great regret for the pain I have caused them, especially in relation to his 3 children, for whom, I believe, he was the best and most beloved person in the world.

I feel great regret for my family, relatives, friends, colleagues and former colleagues, whom I undoubtedly shocked, upset, and disappointed with the actions I took on that unfortunate day.

What happened that day was an illogical reaction against an equally illogical decision. I will say it and repeat it as long as I have breath, that that decision was more than scandalous. The previous decision, which was left in force on 6.10.2025, aimed to rob the executive title, that is, its invalidity, something that cannot be issued in any situation by a third person, as was the case with our opponents in court. If the decision of the first instance court of general jurisdiction in Shkodra was also a product of ignorance, the decision of 6.10.2025 to leave it in force was not from ignorance, but influenced by other factors.

For 13 years, my uncle, Gjon Shkambi, had been turned into a human experiment by the judicial system in Albania. At a time when I was trying to put an end to this experiment, the Tirana Court of Appeal of General Jurisdiction decided to continue that experiment.

Ai vendim gjykate bie haptazi ndesh me kodin civil të republikës së shqipërisë, kodin e procedurës civile, vendimet unifikuese të kolegjeve të bashkuara të gjykatës së lartë dhe të kolegjit civile, vendimet e gjykatës europiane për të drejtat e njeriut dhe kushtetutën e republikës së shqipërisë.

Çdo jurist që ka një nivel optimal të integritetit moral e profesional mund t’jua konfirmojë një gjë të tillë. Ky nivel padrejtësie, a e justifikon veprimin tim? Jo nuk e justifikon! Të kundërshtosh një padrejtësi ndaj vetes dhe ndaj të tjerëve, përveçse moralisht e drejtë është diçka shumë burrërore dhe fisnike, por jo cdo mënyrë reagimi ndaj padrejtësisë është e duhura, apo justifikohet. E kështu, atë ditë duke qenë I vetëdijshëm që kam kryer një krim, kam pritur në oborrin e gjykatës derisa kanë mbërritur organet ligjzbatuese, të cilave u jam dorëzuar për t’i dhënë shtetit llogari për shkeljet e kryera.

Më lejoni të ndaj me ju një varg të një poezie të cilën e kam shkruar këtu në institucionin e ekzekutimit të vendimeve penale Jordan misja…”Dhe kur në olimpin e padrejtësive mbjell frikë, ata bëjnë një tjetër komplot djallëzor me gënjeshtra, shpifje dhe çdo intrigë. Që përpara botës të dalësh ti fajtor.

Jam mëse I sigurt që mijëra qytetarë të këtij vendi kanë qenë subjekte të padrejtësisë ekstreme në gjykata, sidomos në procese civile, prandaj po ju inkurajoj që të mos hiqni kurrë dorë nga të drejtat tuaja dhe të mbroni interesat tuaja të ligjshme, por bëjeni këtë gjë në formën e duhur, duke mos kaluar vijën e kuqe, sepse nga viktimë do të ktheheni në agresorë e pastaj përpara botës do të dilni ju fajtorë.

Në Shqipëri ka plot magjistratë të aftë dhe të ndershëm, por ka edhe shumë të ligj, e këta të fundit nuk kanë fe, as atdhe, as pikë morali njerëzor. Këto specie mizore përdorin çekiçin e drejtësisë për të thyer kokën e të drejtit dhe e kanë kthyer peshoren e drejtësisë në një gjë thuajse abstrakte, e cila vetëm shihet, as nuk preket, as nuk ndihet.

Në mbyllje dua t’u them atyre që prej datës 6.10.2025 më kanë sulmuar dhe etiketuar me lloj-lloj epitetesh, pa më njohur kurrë më parë, uroj që realisht ta bindin veten e tyre që unë jam e keqja më e madhe e këtij vendi dhe duke e ditur që kjo e keqe e madhe është pas hekurave, shpirti i tyre të gjejë qetësinë e munguar.

Punonjësve të gjykatës së apelit të juridiksionit të përgjithshëmm tiranë u them që më vjen keq, sidomos pë rata që kam njohur nga afër, sepse kam parë trishtim në sytë e tyre, por shpresoj të më mbajnë mend për atë që isha para datës 6.10.2025.

Gjithashtu, po u drejtohem sërish fëmijëve të të ndjerit, paralelisht me urrejtjen që kultivoni ndaj meje, kërkoni për të vërtetën! Ata që shtynë babain tuaj të marrë një vendim totalisht të paderrejtë, janë po aq fajtorë sa unë që ai nuk është sot me ju.

I have a lot to tell and I will tell it when the time comes. The Albanian state and I know each other well and I am confident that we will hold each other accountable for the damages and injustices we have done to each other.
