KAS member Koli Bele explained how the vote evaluation was carried out in the recount of ballot boxes for the Tirana district, about which the commissioners had doubts.

He emphasized that vote evaluation is not an exact science, and said that not all votes were evaluated by the KAS. Only those votes that the commissioners disagreed about whether or not they should be considered valid were presented to the KAS representatives.

"It could have been Ylli Bufi, there were also swear words or inappropriate pictures that we did not recognize. This is not an exact science. In rare cases when the counters did not agree, they came to the KAS representatives where a decision was made. Not all votes were evaluated by us.

"If we find the word "owl" in the boxes of Fier, we will hold an extended meeting to determine everything," he said.
