The abusive tender of 136 million lek from the Municipality of Korça that

Sotiraq Filo is known as one of the less vocal mayors, but not when it comes to the "red flag" tenders he shares with his friends.

In 2013, he came to the head of the Municipality of Korça as a "puppet" of Niko Pelesi who had him as vice-president during the time when he ran the largest city in the southeast of the country. But, after 10 years as mayor, Sotiraq Filo does not seem to feel satisfied and is doing his best to get another mandate with tenders for electoral asphalts, building facades and building reconstructions.

Filo has signed contracts with entrepreneurs very close to the government that can provide him with a campaign and votes for another term.

One of them is the tender with the object "Center of Creativity phase II", which includes construction works, furniture and various equipment where the tender had a limited fund of over 177 million old Lek excluding VAT. The building in the center of the city, the construction of which is not known when it will be finished and how many other tenders will be awarded, will offer contemporary spaces and conditions for the development of artistic events and creative ideas

For the said tender, 8 operators entered the competition and the winner was the offer of the company "ZEQILLARI" shpk, owned by Adriatik Zeqillari. This company has benefited 136 million old lek from the taxes of the citizens of Korcar, for the construction of the "Creative Center" even though the southeastern city needs investments in schools, roads and job opening for the youth and not for "circuses" with artistic events for which Sotiraq Filo holds the record.

However, this tender looks more like it was concocted by Sotiraq Filo himself to share with his friends 136 million ALL, and this can be seen from the way the company "ZEQILLARI" shpk was announced as the winner.

The latter was not the company that made the lowest offer, as it was offered by the merger of the operators "RSM Company" and "DESARET COMPANY", known for winning many tenders from the country's municipalities.

However, the Municipality of Korça has disqualified all other operators in the competition, except for the winner, with the excuse that they do not meet the criteria. "Specifically, RSM COMPANY has not submitted documentation to prove that it has performed work similar to the object of the procurement according to the determinations made above and in accordance with the percentage and concrete works that it has undertaken in the Cooperation Contract".

The criterion for submitting similar works often leaves room for interpretation and misuse by the contracting authority, which leads to the manipulation of tender contracts.

Firma “RSM Company” është në pronësi të Agim Kolës, biznesmenit që njihet për mashtrime. Dhe vazhdon të përpijë tenderët për rrugë dhe rikonstruksion godinash nga të gjithë  bashkitë e vendit. Ndërsa firma “DESARET COMPANY ” është në pronësi të Vladimir Metanit, dajës së ish-presidentit Ilir Meta. Ky i fundit, edhe pse nipin e ka në opozitë, po përfiton shumë tenderë pa garë nga “Rilindja”.

Dy biznesmenë janë mësuar të përfitojnë çdo tender që i vënë gishtin, nuk e kanë pranuar faktin që këtë here janë skualifikuar. Kështu që bashkimi i operatorëve “RSM Company” dhe “DESARET COMPANY ”, që kanë ankimuar këtë tender në Komisionin e Prokurimeve Publik. Ankesa është dorëzuar në datën 11 prill 2023.

Despite the fact that two businessmen have managed to swallow most of the tenders of the municipalities in the country, it seems that in this case the abuses made by the Municipality of Korça headed by Sotiraq Filon are clearly visible where they did not declare the lowest bid as the winner.

However, it remains to be seen in whose favor the Public Procurement Commission will decide, with Sotiraq Filon on one side and Ilir Meta's uncle on the other.
