SPAK has completed the investigations into the alienation of properties in Lezha, as it has made a request to send 11 people to court, among them the former mayor of Lezha, Fran Frrokaj and the uncle of the former socialist deputy, Gjok Ndoka.

The Special Prosecutor's Office Against Corruption and Organized Crime has registered criminal proceedings no. 29/7, year 2019. During the investigation, the illegal actions of local officials of the Lezhë District were documented, for the alienation of properties on the coast and their profit in violation of the law.

The illegal activity started with the determination of the plot, which is owned by the state, the finding of persons interested in acquiring land, the falsification of ownership documents from the origin of the property to the ownership certificate. In this criminal activity, the persons illegally benefiting from the properties have also included other persons, among them persons close and known to them, fictitiously transferring the assets and then with the final intention of transferring them to their ownership.

During the investigation of this criminal proceeding, it was found that through falsified documents and other illegal actions, an area of ​​66,000 m2 of land was illegally acquired in some coastal areas in Lezhë, with a value of about 13 million euros. These properties have turned out to be the product of the criminal offenses described above. With decision no. 345 dated 28.07.2022, the Special Court for Corruption and Organized Crime decided to seize these properties.

At the end of the investigations, the Special Prosecutor's Office has decided to accept the defendant and submitted to the Court of First Instance for Corruption and Organized Crime the request for sending to trial criminal proceedings no. 29/7 of 2019, in charge of :

1. Fran Frrokaj (on duty/at the time of committing the criminal offense, Mayor of Lezhë Municipality), accused of the criminal offense "Abuse of duty", provided for by Article 248 of the Criminal Code.

2. Gjok Ndoka (on duty at the time of the commission of the criminal offense, Chairman of the Lezhë District Council), accused of the criminal offense "Abuse of duty", provided for by Article 248 of the Criminal Code.

 3. Sokol Toma (on duty at the time of the commission of the criminal offense, Director of the Urban Planning Office Lezhë Municipality), accused of the criminal offense "Abuse of duty", provided for by Article 248 of the Criminal Code.

4. Bledar Cara (me detyrë në kohën e kryerjes së veprës penale, jurist pranë Zyrës Vendore të Regjistrimit të Pasurive të Paluajtëshme, Lezhë), i akuzuar për veprën penale “Shpërdorimi i detyrës”, parashikuar nga neni 248 i Kodit Penal.

5. Nikolin Shtjefni (me detyrë në kohën e kryerjes së veprës penale, Regjistrues në Zyrën Vendore të Regjistrimit të Pasurive të Paluajtëshme, Lezhë), i akuzuar për veprën penale “Shpërdorimi i detyrës”, parashikuar nga neni 248 i Kodit Penal.

6. Sokol Vocaj (me detyrë në kohën e kryerjes së veprës penale, Regjistrues në Zyrën Vendore të Regjistrimit të Pasurive të Paluajtëshme, Lezhë), i akuzuar për veprën penale “Shpërdorimi i detyrës”, parashikuar nga neni 248 i Kodit Penal.

7. Gjovalin Marku (me detyrë, në kohën e kryerjes së veprës penale, nënpunës në Bashkinë Lezhë), i akuzuar për veprën penale “Shpërdorimi i detyrës”, parashikuar nga neni 248 i Kodit Penal.

8. Luigj Paloka (me detyrë “topograf” në kohën e kryerjes së veprës penale), i akuzuar për veprën penale “Falsifikimi i dokumenteve”, parashikuar nga neni 186/3 i Kodit Penal.

9. Adiona Martini (me detyrë në kohën e kryerjes së veprës penale, nënpunëse në Bashkinë Lezhë), e akuzuar për veprën penale “Shpërdorimi i detyrës”, parashikuar nga neni 248 i Kodit Penal.

10. Juxhina Mema (on duty at the time of the commission of the criminal offense, employee in Lezhë Municipality), accused of the criminal offense "Abuse of duty", provided for by Article 248 of the Criminal Code.

11. Altin Mikaj (beneficiary of illegally alienated property), accused of the criminal offense of "Cleaning the proceeds of a criminal offense or criminal activity", provided by Article 287, first paragraph, letter "c" of the Criminal Code.
