The convicted murderer, Nuredin Dumani, has been officially charged for the second time by the Special Prosecution Office (SPAK).
This time he is included in file no. 9, known as "Metamorphosis", where he is accused of providing the conditions for the murder of Dorian Duli, one of the opponents of Behar Bajri's group in Shkodra.
The investigation, launched by SPAK in 2023 and divided into three separate proceedings, has led to charges being filed against Denis Bajri, recently extradited from Dubai, as well as seven other wanted individuals.
Each of them is accused of various criminal episodes, including attempted murder, providing conditions for executions, illegal possession of weapons, and corruption.
According to the investigative file, Dumani is accused of having agreed to organize the elimination of Dorian Duli in exchange for a payment of 200 thousand euros, an amount that, according to communications revealed by the Sky ECC application, was offered to him by the Bajri group through Bardhyl Mavraj (Bajri).
In the conversations administered by SPAK, Dumani expresses his determination to carry out the assassination.
"I'll finish Dori... as soon as you tell me. I won't put a price on it, you see for yourself."
On the other hand, Bardhyl Mavraj explains that the target had not had a direct conflict with them, but had become a target due to his connections with the Lici family, rivals of the Bajra.
"It hasn't done us any harm, but it's with our enemies. That's why we want to remove it."
The plan for the assassination
According to the investigation, initially the group had attempted to recruit several people to carry out Duli's murder, among them Astmer Bilal, Denis Brajovic, Prekë Kodra, Aleksandër Baho ("Sakat"), Pëllumb Gjoka, former MP Arben Ndoka and former director of the Shkodra Police, Ardrit Hasanbegaj.
However, the assassination attempt was not carried out, as Dorian Duli was constantly moving around armed and the group feared a retaliation.
Then, according to SPAK, Behar Bajri and his associates turned to Nuredin Dumani and Aleksandër Baho to carry out the plan.
From the communications it appears that Dumani had devised a scenario where Duli would be eliminated with 3 kilograms of explosives, placed in his vehicle and activated by remote control.
In conversations with Aleksandër Baho, known as "Sakati", the possibility of inviting Dorian Duli to lunch, taking advantage of the latter's acquaintance with Baho, is also discussed. The idea was to plant explosives in his car during the meeting without arousing suspicion.
According to the file, Dumani also proposed placing a GPS device in the vehicle to monitor Duli's movements and detonate the explosives at the most favorable moment.
In another communication he writes:
"We'll put 3 kilograms of explosives and GPS in it. Then we'll follow it and blow it up on the highway."
While Baho suggests that, if the car was locked, he could have asked for the keys under the pretext of putting a bottle of brandy in the vehicle, so that the explosive could be placed without being noticed.
After discussions about the plan, Bardhyl Mavraj guarantees Dumani the payment of 200 thousand euros, asking only that the assassination be carried out.
For his part, Dumani is convinced that the target was beyond rescue.
"It's going to end because it doesn't work. He's on the cross now, there's no living thing on earth that can save him."
Communications between them continued through the Sky ECC platform, where information was exchanged about the vehicle Dorian Duli was using, his movements, and the most appropriate way to carry out the assassination.
According to the SPAK file, the plan was never implemented, but the conversations are considered important evidence for the charges brought against the defendants./syri
