"DREAM EARNINGS" OPERATION

THEY SCAM VICTIMS WITH PROMISES OF QUICK PROFITS ONLINE:

The Special Prosecutor's Office against Corruption and Organized Crime and the Prosecutor's Office of the Italian Republic in Pordenone, following the operation "Dream Earnings", dated October 25, 2022, within the framework of the Joint Investigation Team between Italy and Albania, we have made it possible to issue fourteen other security measures "prison arrest" and "house arrest", of Albanian citizens, who are members with special roles and duties, part of a structured criminal group that dealt with the financial fraud of online sales.

The security measures executed yesterday by the Local Police Directorate of Tirana, the Investigators of the National Bureau of Investigation in the presence and the Investigators of the Mobilization Squad, Pordenone and the Operational Center for Cyber Security - Postal and Communication Police in Friuli Venezia Giulia in cooperation with the Service for International and Police Cooperation - Office of the Security Expert in Albania, (UCI), are the result of the investigative actions developed after the controls and seizures of electronic devices carried out on October 25 of last year near the Call Center located in Tirana on "Dritan Hoxha" Street - "Karavan U2" Complex - floor no. 2, carried out in cooperation with the Cybercrime Unit C of the General Directorate of the Albanian Police.

During the investigations, the Special Prosecutor's Office administered a total of 140 reports made by the injured parties in Italy, who were defrauded by the criminal group for a total amount of approximately 4,700,000 euros.

Investigations have started as a result of a report made to the Postal Police in Pordenone. Further verifications have brought to light a rather complex fraud scheme, according to which victims were contacted by phone and persuaded by fraudsters to initially invest very small sums which apparently lead to stratospheric profits. Some victims actually saw their investment triple in a matter of days, seeing profits through fake platforms set up specifically for them by criminal organizations with the aim of making the profit as believable as possible.

While carrying out more than a fairly large number of interceptions in Italy and Albania, it turned out that the fraudsters were quite skilled in using real persuasive techniques that they managed to convince innocent citizens to invest during this time hundreds of thousands of euros in the account current abroad.

Each incoming transfer resulted in giving away some BitCoin in favor of an unknown Wallet thereby losing track of the money.

The structured group had set up a real call center, with different roles inside it: in fact, there were operators, who dealt with the first contacts with clients verifying their possibility for investment and there were real "consultants" who followed the victims step by step towards the most profitable investments for them.

The security measures derived as a result of the analysis of all the evidence obtained from the interceptions in Italy and Albania, from the analysis of the seized electronic devices, from the observations and verifications made before and after the strike on October 25, 2022, have deal with the persons who have a decisive role in the frauds committed, as these citizens are the de facto heads of the call center, heads of groups of operators, IT and sales consultants, (Retention).

Investigations continue to identify other persons involved in this illegal activity.

The analysis of the current accounts, carried out by the investigators through the verifications that have included several member states of the European Union, including Cyprus, Lithuania, Estonia, the Netherlands and Germany, have brought to light the fact that the money of the victims, in most cases, was transformed in cryptocurrency linked to untraceable foreign accounts.

The analysis carried out shows that the group operated according to very precise schemes: the different call center operators, who received a monthly salary and received a bonus every time they completed an investment, divided by groups. At the head of each group was a leader who, in addition to receiving a percentage for the investments made, also received a bonus for the frauds committed by the operators of his group. Each leader, in turn, answered to an administrator called a supervisor, who, in addition to receiving the highest monthly payment, also received significant benefits from the frauds carried out by all members of the criminal group.

In addition, sanctions and punishments were provided for those who would not be able to conclude the contracts.

It is about a system that made the operators "distrust" each other and compete for who was the best at closing contracts and bringing profits; all this to the detriment of innocent citizens, victims of this absurd race.

The investigative verifications have also made it possible to determine and identify the responsible technicians of the structured group who managed not only the entire IT infrastructure of the established call center, but also took care to hide and hinder investigations against them and the identification of the call center. in question.

A check was carried out in 12 apartments where during the check various computer devices were seized (phones, laptops, USB and devices for the production of Bitcoin) which were passed for computer expertise in the laboratory at the Computer Examinations Sector in the Special Prosecutor's Office.

An important message that we want to give through this communication with the media is that the phenomenon of online fraud through call centers is an activity that will continue to be pursued as a priority by the Special Prosecutor's Office and the State Police in cooperation with international partners, so that the authors of this illegal activity receive the appropriate response.

But in addition to combating this phenomenon, it is the duty of the citizens who work in these call centers to become aware and not to become part of illegal activities, but to work mutually in those companies that do not have online fraud activity.
