Albanian citizens will pay at least 130m euros more in interest on the state's debt for reconstruction. The Ministry of Reconstruction and the Ministry of Finance did not receive the soft loans offered by donors at the Brussels Conference.

The interest on these loans did not exceed 2% and the cost to the budget for them would not be more than 60 million euros.

By choosing the form of treasury bills and Eurobond, citizens will pay for the reconstruction 190 million euros interest, 130 million more. Loans provided by international institutions amounted to 750m euros. That would be enough to pay for all the reconstruction projects.

But with this money, Albanian institutions would be subject to strict public procurement rules and not the limited procedures they implemented in the contracts with which they financed the reconstruction.

Mismanagement of public finances will lead taxpayers' money to debt interest rather than to mitigate rising food and raw material prices.

For 10 years in a row, the budget will pay 19 million euros for reconstruction interests, out of 6 million euros that would be the bill with soft loans, which had the sole criterion of implementing transparent procurement procedures.

" Funds can be audited by internal, external auditors, by KLSH, can and will be audited by donors ," said Arben Ahmetaj, Minister of State for Reconstruction.

But donors never came!
