Minister Belinda Balluku and OSHEE announcement

The good news for the opening of the Kardhiq-Delvinë road was given by the Facebook page of OSHE, (Electricity Distribution Operator) which writes that the Kardhiq-Delvinë axis opens on July 2. OSHEE surprises us even with big words by telling us that it is over ahead of time and that it will be a breath of fresh air for the south.

According to OSHEE, this work shortens the travel time, as well as increases road safety, towards the coast of Saranda, thus promoting the further tourism development of the whole area.

But the question that arises in these cases is what does OSHEE have to do with roads?

OSHEE itself gave the answer in its post on "facebook", where it writes " Repost Belinda Balluku ", so they quoted the head of the ministry of infrastructure.

Let us recall that the Kardhiq-Delvinë road was planned in 2007 by the government of Sali Berisha. According to the project, the intervention in about 36.5 kilometers of road would shorten the distance Tirana-Saranda to less than 3 hours journey.

The project was divided into 8 segments with 8 different tenders that would cost about 60 million euros, but 13 years later from these segments only three were completed, two others are under construction, while segments 7 and 8 are the parts that required construction of a tunnel over 5 kilometers.

For this tunnel known as "Skarfica Tunnel" in 2019 the government opened a new tender worth 19 million euros (2.2 billion ALL). The tender in question cost Sonila Qato the post of head of the Albanian Road Authority (ARA). She resigned after being accused of abuse of office and favoring in tenders by Gjoka Konstruksion, one of the companies that showed the lowest bid in the tender held last year.

In fact ARA had disqualified 5 of the 6 bids submitted by initially announcing the winning bid of the company Sulova, which had submitted a bid of 98.5% of the limit fund. So it was the most expensive offer. Despite numerous disputes, the Minister of Infrastructure Belinda Balluku said that she would cancel the tender altogether with the argument that the government had "priority of more urgent issues".

However, a year later the project was unblocked and the constructions were started by the same company which was disqualified by ARA for non-fulfillment of conditions, lack of documentation, complete non-realization of previous works, tax obligations.
