The annual reports for 2021, recently published by the Greek and Italian anti-drug police, speak of an expanded activity in the drug field of Albanian networks in the two neighboring countries.

According to the annual Greek anti-drug report, the figures of Albanian citizens arrested as involved in drug activities in Greece remain high in 2021.

From the statistics, 1228 Albanian citizens were arrested, ranking third after Greek and Lebanese citizens. The Greek police hit during 2021 about 133 Albanian organizations for narcotics.

Although during 2021 the restrictive measures for the coronavirus pandemic were in force on the Albanian-Greek border, Albanian traffickers managed to transport to Greece about 2.4 tons of raw cannabis or 40.84% of the raw cannabis, blocked in the entire territory of the country.

The Greek antidrug says that other quantities of cannabis of unknown origin are suspected to have originated from Albania, as the seizure was made in areas near the Greek-Albanian border.

The Greek police arrested during 2021 for transporting raw cannabis 738 Albanian citizens out of 806 who were arrested in 2020.

Large amounts of cannabis, according to Greek police, were transported through unguarded police crossings on Greece's northern borders with Albania.

"Members of criminal groups transported packages of raw cannabis on foot or with travel bags loaded on animals, through forested, difficult and deserted areas of the border, mainly with Albania," says the annual report of the Greek anti-drug agency.

Another mode of transport is the vehicles adapted for transport that usually enter the territory of Greece from Albania, less often from the border of the Republic of North Macedonia.

In some cases the vehicles where the drugs were found were rented or stolen.

A third route according to Greek anti-drugs was to hide quantities in the cargo area of seaports, in the driver's cabin and in specially configured spaces. Vehicles originating from Albania, Spain and the Republic of North Macedonia were destined for Greece to travel through the ports of Patra and Igoumenica.

Antidrug identified as another route the transport of drugs on motorcycles that entered from Albania and the Republic of North Macedonia with destination Greece.

In the annual drug report, the Greek police also talk about Albanian organizations involved in cocaine trafficking, which, as assessed in the report, are highly organized, hierarchically structured, with well-defined roles and levels around their leadership.

It has been established, says the Greek anti-drug report for 2021, that Balkan organizations, mainly Albanian-speaking, tend to dominate the cocaine distribution chain in Europe, having direct links with trafficking organizations in Latin America and the Caribbean.

To achieve their goals, the organizations have systematically involved major shipping companies and exploited the transatlantic routes, with their access to various European ports.

The Greek Anti-Drug Agency estimates that the booming cocaine market has led to an increase in the number of murders, arsons, kidnappings, torture and intimidation related to its trade. Greek antidrug

The annual Greek anti-drug report includes one of the cases of the largest seizure of cocaine in January 2021 where, in cooperation with the DEA office of the American Embassy in Athens, 1 Greek citizen, 1 Albanian citizen and 1 Croatian citizen were arrested. and 324 kilograms of cocaine were seized.

Those arrested, according to the Greek anti-drug agency, belonged to an international criminal organization, specialized in obtaining, managing and trafficking quantities of cocaine in Greek territory.

Italy, Albanian organizations particularly active in cocaine trafficking

The annual Italian anti-drug report estimates that in 2021, Albanian citizens were second only to Moroccans for narcotics-related crimes in Italy. According to the report, in Italy there were 9232 foreign persons denounced for narcotics, of which 6223 were arrested and among whom 1581 Albanian citizens were denounced for criminal offenses in the field of drugs.

Only in the cocaine traffic, according to the Italian anti-drug data, during 2021, 1,113 Albanian citizens were accused of being involved

The Italian anti-drug report estimates that Albanian organizations are present in most of the Italian territory and are considered among the most complex organizations.

"The geographic proximity between Italy and Albania has facilitated over the years the development of direct channels between Apulian and Albanian criminal groups," the report states.

"In drug trafficking, Albanian organizations are able to move large quantities of cocaine and heroin through European countries, especially in the Netherlands, often being involved in business, as trusted intermediaries, with the Calabrian, Campania and Sicilian mafia or with appendages other criminals," the report assesses.

In terms of participation in illegal drug trafficking, the nationalities with the largest number of foreigners involved are Moroccan, Albanian, Tunisian, Nigerian, Gambian, Romanian and Senegalese.

The territorial displacement of reported Albanian entities appears to be more heterogeneous than that of Moroccan criminal groups, although even in this case, Northern Italy records more than 50% of the spread of criminal narcotics networks, the report states.

During the period under review, the Italian anti-drug report records several trends related to Albanian criminality, such as the strong downward trend starting from 2017 for the involvement in marijuana, the strong increase since 2019 in the involvement for cocaine, which in the last two years has marked an increase of 77.06% and a significant decrease in the inclusion of heroin -68.68% in the last two years. / VOA
