The sterilization concession, the 76 million euro contract of the most expensive PPP in healthcare, exposed the violations of the former Deputy Minister of Health, Klodian Rrjepaj.

An investigation launched at the time when SPAK was headed by Arben Kraja revealed a procedure negotiated in favor of companies and to the detriment of the public interest.

Prosecutors Edvin Kondili and Ened Nakuçi closed the circle of accusations, but it was Judge Erion Bani who raised the bar to the level of a minister.

Even one of those who was considered a close friend of Prime Minister Rama. He demanded an investigation into former Minister of Health Ilir Beqaj.

The latter was accused of favoring the winning company of the concession. Several joint trips and other indications raised suspicions in SPAK that Beqaj predetermined the contract for his friends.

"An investigation where he was investigated at large, was brought to trial on charges of abuse of office committed in collaboration, a charge that was changed during the preliminary hearing to theft by abuse of office and a structured criminal group, together with his former subordinate and his businessman who won the sterilization concession," said journalist Bleona Metushi.

"SPAK for all these files that we are discussing with the court. That is where the balance of the real objective work will come out," said lawyer Eugen Beci.

The GJKKO decision turned the 'Sterilization' issue into a dangerous precedent for politics: procedural favoritism turned into suspicion of corruption.

And it was here that another rift opened, no longer between politics and justice, but within SPAK itself.

A rift that has been talked about at tables in whispers, but has never exploded in public.

Altin Dumani and prosecutor Kondili clashed over the line of investigation against Beqaj, one side seeking deepening, the other narrowing.

The clash showed that political pressure was not only coming from outside, it was penetrating all the way to the decision-making table.

"In fact, this file showed one of the strongest clashes in the special prosecution. In the meetings that the head of the Special Prosecution holds with journalists, at the beginning of his mandate, he has given non-binding instructions to the prosecutor of the case, on how this matter should be investigated, that is, on the charges and how they should be addressed in these investigations ," said journalist Bleona Metushi.

"Its director should have a more withdrawn position from the investigation, he should be more in the form of a controller, a monitor of the work, rather than a person who directly takes on investigations of certain issues ," said Gentian Tërnava, former prosecutor.

The crackdown on Beqaj had just begun. A few months later, he was arrested for abusing EU funds.

According to the file, SASPAC had become a mine of fake invoices, fictitious expenses, and sophisticated clientelism, another scheme that showed that corruption did not occur at the top, but in all structures where foreign money entered without real control.

That file revealed a new method of operation of SPAK. While the subject was being investigated for another file, the wiretaps led investigators to another corruption scheme that was in progress, the embezzlement of foreign funds. /Inside Story
